The present invention provides noctilucent polyurethane chips and a method of manufacturing the same, which provide pedestrians and drivers or bicycle riders with clear sights even at night or while raining, thus significantly reducing the danger of accidents. Also, the noctilucent polyurethane chips and the manufacturing method thereof according to the present invention serve to care for natural resources and prevent environmental pollution by recycling waste polyurethane, and by using phosphorescent substances as a raw material of pavement, the noctilucent polyurethane chips having aesthetic view and excellent functionality are provided.

The present invention relates to an improved high-performance permeable concrete obtained by spreading and compacting a mixture which comprises 1,500-1,850 kg/m3 of aggregates; 320-400 kg/m3 of Portland cement; 28-35% of the cement (90-140 kg/m3) of water; 2-5% of the cement (6-20 kg/m3) of a pigment; and 3-10% of the cement (10-40 kg/m3) of charcoal dust, 7-15% of the cement (22-60 kg/m3) being substituted for particulates of blast furnace slag, and having the compressive strength of 120-300 kgf/cm2 and the permeability coefficient of 2×10−2 cm/sec or more. The permeable concrete according to the present invention is environmental friendly and has excellent strength and permeability.
