Operations of such methods include obtaining multiple idle/inactive measurement results while the wireless device is in an idle/inactive state and transitioning from the idle/inactive state to an active state. Operations may include, responsive to transitioning from the idle/inactive state to the active state, selecting a subset of the idle/inactive measurement results based on capabilities of frequencies associated with idle/inactive measurement results to be used by the wireless device. Operations may further include transmitting the subset of the idle/inactive measurement results to a network node in a wireless communication network.

The method further includes receiving a response from the T-SN indicating that a subset of the identified candidate cells were accepted by the T-SN and/or identifying a new candidate cell for CPC for the UE, and determining whether or not to configure the UE with CPC based on the response from the T-SN.
