A system for video transmission using 3G mobile network includes a mobile video transmitter and a server. The mobile video transmitter is capable of transmitting a plurality of video packets via a plurality of uplink channels of the 3G mobile network. The mobile video transmitter includes a data splitter that is capable of splitting the video packets; a plurality of transmitting devices coupled to the data splitter, each of the transmitting devices having a transceiver. The data splitter assigns the video packets to the transmitting devices using a water filling method such that the video packets waiting for lo transmission in each of the transmitting devices are equal. The server receiving the video packets via the 3G mobile network is capable of sequencing and combining the video packets into a video signal. A method using the foregoing system for video transmission using 3G mobile network is also provided.

A system for remote monitoring and surveillance is disclosed in this invention. The system comprises a plurality of cameras, a router, and a server. The cameras are connected with the router separately through a wired or wireless communication protocol. The router is connected with the server through a wireless communication protocol. The cameras capture scenes and convert the captured scenes into a plurality of image signals. The router uses a communication protocol to connect with the cameras, and the router transmits the image signals by a first wireless communication protocol. The server receives the image signals by the first wireless communication protocol, processes the image signals to obtain first images, and displays the first images. A method for remote monitoring and surveillance is also disclosed in this invention.

A method for allocating utilization of multiple carriers in a wideband CDMA transmission system first determines the carrier utilization/interference levels for each of the multiple carriers. Based on the carrier utilization/interference level, carrier assignments are allocated on an unequal basis. The allocation of the carrier assignment biases the selection of the carriers away from higher utilized/interfered carriers. An apparatus for implementing the method is also described.

The base station places at least one rate-indicating bit at a beginning of the frame for indicating the vocoding rate. The mobile station evaluates the downlink transmission with consideration of the vocoding rate indicated by the at least one rate-indicating bit. The mobile station can determine the vocoding rate by decoding the beginning of the frame to permit power control in less than one frame duration from initial receipt of the frame at the mobile station.

Inter-frequency handoffs in a CDMA or other wireless communication system are controlled using a noise-limited coverage trigger metric which is able to distinguish between same-frequency cell boundaries and other-frequency cell boundaries in the system. The trigger metric may be generated as a function of an average signal-to-noise measure for pilot signals received at a mobile station of the system and a linear sum of the signal-to-noise measures. The signal-to-noise measures may be generated in the mobile station and included in messages transmitted from the mobile station to one or more base stations of the system. The trigger metric is used to control a handoff from a current frequency to a new frequency in an ongoing call. The trigger metric may alternatively be based on a measure of mobile receive power alone. Other aspects of the invention reduce unnecessary searching for a new frequency and decrease the likelihood of “ping-ponging” from a current frequency to a new frequency by providing additional checks in the handoff process. For example, receive power and pilot signal-to-noise measures may be generated at a mobile station for both current and new frequencies. The mobile station then continues to operate at the current frequency as long as certain predetermined threshold conditions based on the measures are satisfied.

The discontinuous data transmission technique involves the transmission of a flag over a control channel (or some other communication channel) in frame f, wherein the flag would indicate to an intended recipient that a transmitter has a data frame to transmit to the recipient in some future frame f+q. In an embodiment, the transmitter would subsequently transmit the data frame over a data channel (or some other communication channel) in frame f+q if the flag indicated that the data frame was ready to be transmitted. In another embodiment, the transmitter would not transmit the data frame unless the recipient has indicated (via another flag) that the recipient is ready to receive the frame of data from the transmitter.

A method for extending a cell radius or access range of a base station without incurring ASIC correlator re-design. This is accomplished using a modified timing protocol that will cause signals transmitted by mobile-telephones positioned beyond the limitations of the ASIC correlator bit limitation to be received within a search window so the signals may be detected and demodulated. In one embodiment, the modified timing protocol incorporates a timing advance technique in which the base station transmits its signals at an advanced time before frame boundaries such that signals transmitted by out-of-range mobile-telephones can be received within a search window beginning at a frame boundary and spanning a time interval corresponding to the ASIC correlator bit limitation. In another embodiment, the modified timing protocol incorporates a shifted search window that begins at an advanced time after a frame boundary and spans a time interval corresponding to the ASIC correlator bit limitation.

Last, the telecommunication network disconnects the connection when the advertisement is not played on the computing device.
