A method and an apparatus for reducing packet loss for a packet data service during congestion in a transport network are provided. The method comprises measuring a packet loss rate over a time period in one or more flows of data traffic packets associated with the packet data service to determine whether the one or more flows of data traffic packets are experiencing a variation in a desired traffic performance level at a particular time duration during the congestion in the time period. The method further comprises triggering a request to reduce a flow rate of at least one of the one or more flows of data traffic packets based on the packet loss rate if the at least one of the one or more flows of data traffic packets experiences the variation in the desired traffic performance level. By using a distributed transport congestion control, for example, only such Best Effort data traffic packet flows that generate bursty traffic at a specific moment of congestion sense the congestion and thus trigger an associated rate reduction action. However, other flows that do not experience the congestion may not be affected.

The method includes detecting an indication of error in a plurality of traffic frames to control transmit power between at least a first and second forward link based on the indication of error. The method further includes receiving a plurality of consecutive traffic frames over at least two reverse links from a wireless unit to select a frame in soft handoff. To control transmit power, for example, a controller may perform reverse link error detection after frame selection. The controller detects a frame error to boost the transmit power, substantially correcting a link imbalance situation. In this way, by controlling transmit power in a spread spectrum wireless communication system to reduce call drops, a call drop rate may be significantly decreased while increasing capacity of radio frequency transmission.

Once in the block state, if the value of the CO metric does not decrease but continues to increase and exceeds a second higher threshold, the system enters a mute state. In the mute state a predetermined large percentage of existing active calls are muted. Specifically, a message is sent downlink to specific ATs instructing them to reduce their transmission rates to zero but to still maintain their active connections.

Whenever congestion is detected on the backhaul, a flow control message sets a window size to a reduced window size to reduce or eliminate packet drops and to facilitate alleviating the congestion condition. A disclosed example includes detecting backhaul congestion and responsively reducing an available backhaul receiver buffer space factor used for setting the window size for a subsequent backhaul transmission. In a disclosed example, the buffer space factor is gradually increased back toward an actual available buffer space as the congestion status improves.
