摘要： The all solid-state ECD of the present invention features a structure composed of an oxidizable film capable of a redox reaction and showing a change in the transmittance in a certain wavelength range in the oxidized state, a reducible film capable of a redox reaction and showing a change in the transmittance in a certain wavelength range in the reduced state, an insulating film provided between said films and allowing proton conduction but prohibiting electron conduction, and a pair of electrodes between which said three films are maintained, wherein said oxidizable film is substantially composed of iridium hydroxide and/or nickel hydroxide, while said reducible film is substantially composed of tungsten oxide and/or molybdenum oxide.The ECD shows several faster response speeds, a significantly reduced voltage and the change in the transmittance improved more than six times with a drive voltage reduced to 1/8.

摘要： A call processing control apparatus automatically detects that a lot of handover and location registration simultaneously occur, and notifies a monitor control server. The monitor control server receiving the notification from the call processing control apparatus transmits a TAI change request to a base station so that a tracking area identity (TAI) of a movement destination cell where congestion occurs and a tracking area identity of a movement origin cell have the same value. The base station receiving the TAI change request message from the monitor control server changes its own TAI value. After that, all mobile devices perform only handover when they move between the cells where the TAI values are changed, and does not perform location registration.

Further, at least one of the wireless base station, packet control function apparatus and node apparatus has a control unit which measures the communication quality, and transmits a message when the present accounting differs from the accounting for the measured communication quality, and the accounting server has a control unit which performs accounting using the measured communication quality.
