Abstract: Techniques discussed herein can facilitate inactive state transmissions for a User Equipment (UE) via a 4-step or 2-step inactive state RACH process. One example aspect is a UE device, comprising: communication circuitry; and a processor configured to perform operations comprising: in response to a determination to perform a Radio Resource Control (RRC) inactive data transmission: transmitting, via the communication circuitry, a message 1 (Msg1) or a message A (MsgA) preamble based on a Random Access Channel (RACH) configuration for the RRC inactive data transmission; transmitting, via the communication circuitry a message 3 (Msg3) or a MsgA Physical Uplink Shared Channel (PUSCH) comprising uplink (UL) data via configured resources; and receiving, via the communication circuitry, a message 4 (Msg4) or a message B (MsgB) in response to the Msg3 or the MsgA PUSCH.

Abstract: Systems and methods for performing measurements of one or more cells during an small data transmission (SDT) procedure between a user equipment (UE) and a network when the UE is in a radio resource control (RRC) INACTIVE state are described herein. Beam and/or cell measurements taken during an SDT measurement period of the SDT procedure may be used to determine one or more respective cell qualities, among other possibilities. Beginnings and endings of the SDT measurement period, and the manner (timing) for taking measurements within the SDT measurement period, are also described. The cell qualities so determined can then be used to monitor, during the SDT measurement period, for a measurement event, which causes the UE to send a measurement report to the network having data determined using those cell qualities, and/or to send messaging intended to induce the network to change the RRC state of the UE.

Abstract: This disclosure relates to techniques for handling timing alignment for configured grant based small data transmissions in inactive mode in a wireless communication system. A wireless device may establish a radio resource control connection with a cellular base station. The wireless device may receive an indication to release the radio resource control connection. The indication to release the radio resource control connection may configure resources for performing uplink transmissions while in the radio resource control inactive mode. A timing advance may be maintained while in the radio resource control inactive mode. An uplink transmission may be performed using resources configured for performing uplink transmissions while in the radio resource control inactive mode. The uplink transmission may be performed using the timing advance.

Abstract: While in an inactive state, a user equipment (UE) device transmits a message to a base station. The message indicates the UE device's intent to perform transmission and/or reception of user data with the network during the inactive state. The message may include a portion of the user data and/or a buffer status report. The UE device receives a response message that induces a state transition in the UE device. Different state transitions (e.g., to idle, inactive, legacy inactive, connected) may be induced by different types of response message (e.g., release, release with suspend configuration, resume, setup). One particular type of response message causes the UE to stay in the inactive state and enables subsequent user data transmission/reception in the inactive state. The response message may implicitly (or explicitly) indicate that forwarding of the user data to a core network was successful.

Abstract: An example method for wireless communication includes: receiving, by a user device in a reduced power state, resource information for receiving a channel state information reference signal (CSI-RS) and tracking reference signal (TRS); exiting the reduced power state to receive the CSI-RS and TRS, based on the resource information; synchronizing with a base station, based on the received CSI-RS and TRS, to receive a downlink control information message; receiving paging information in a first physical downlink shared channel (PDSCH) transmission based on the received downlink control information message; determining whether there is paging information in the first PDSCH transmission for the user device; starting a Random Access Channel (RACH) procedure to make a Radio Resource Control (RRC) connection, based on determining that there is paging information for the user device; and returning to the reduced power state, based on determining that there is not paging information for the user device.

Abstract: Techniques are described for improving service continuity for Multicast and Broadcast Services (MBS) communications during handover. Techniques are included for supporting lossless handover and data forwarding during handover for peer-to-multiple (PTM) MBS transmission. Lossless handover may be achieved in part by the user equipment (UE) providing to the target base station an indication of the next packet of the MBS session to be received following an RRC reconfiguration message, and an indication of any MBS packets provided by the source base station prior to the RRC reconfiguration message that were not properly received by the UE. Data forwarding may be performed from the source base station to the target base station if the MBS session was not configured on the target base station prior to the handover. Data forwarding may be omitted if the MBS session was configured on the target base station prior to the handover.

Abstract: Systems and methods are provided for controlling behavior for overriding grants for channel state information (CSI) feedback. A user equipment (UE) may control override of a first grant of a first radio resource by a second grant of a second radio resource. The UE determines that the second radio resource at least partially overlaps with the first radio resource. The UE also determines a physical layer priority of the first grant of the first radio resource and the second grant of the second radio resource. The physical layer priority is based on at least one of the first grant of the first radio resource and the second grant of the second radio resource being configured for transmitting CSI feedback over a physical uplink shared channel (PUSCH) to a base station. The UE then generates a transmission according to the physical layer priority.
