An optical voltage sensor for measuring voltage on an underground power line or for use in other scenarios in which access to a conductor is available through a blind hole. The optical voltage sensor includes a light modulating member, such as a Pockel's crystal. A reflective, conductive member is positioned at one end of the light modulating member and another conductive member is positioned at an opposed end. A voltage capacitively coupled to the reflective conductive member induces a voltage across the light modulating member, thereby impacting the amount of modulation. A beam of light is directed through the crystal and reflected back out of the crystal, where the amount of modulating can be measured. The amount of modulation indicates a measured voltage, and can be transmitted to a monitoring station where processing can determine the status of the power grid or generate other results based on the measured voltage.

The system also includes an aggregator that can wirelessly transmit and receive messages and wirelessly output beacon messages. In response to beacon signals wirelessly output by the aggregator, each monitor co-acts with the aggregator to dynamically build a wireless communication network for the wireless communication of the data acquired by the monitor regarding the delivery of electrical power in the power line to the aggregator.

A system and method for performing DSL assessments of a telephone line along a prescribed test path is disclosed. The disclosed system includes a loop diagnostic test unit adapted for testing said telephone line using narrow-band and mid-band frequency test signals; a test system controller and a test system server to provide the DSL assessments to a user via an appropriate interface. In addition, the disclosed methods include the basic steps of: accessing the telephone line along the test path that includes selected hardware such as a voice switch test bus, central office splitter, service provider instruments and terminations; ascertaining various line characteristics along the test path using mid-band and narrow-band frequency signals; analyzing the line characteristics to identify line conditions that affect DSL service; and determining the impact of the line conditions on DSL service.

The first hybrid splitter is formed of a cable-to-equipment voltage sense amplifier, a shunt current driver, and a series current compensator for generating a first simulated terminating impedance. The second splitter is formed of an equipment-to-cable voltage sense amplifier, the shunt current driver and the series current compensator for generating a second simulated terminating impedance. Other features disclosed include automatic gain adjustment circuitry for automatically setting the gain in gain/equalizer circuits to a fixed level. The system and method of determining insertion loss of a telephone line under test (LUT) determines a first insertion loss as a function of plurality of different equivalent circuit values of the LUT determined at a plurality of different frequencies of a first set of discrete frequencies. A running standard deviation (rSTD) of a predicted length d of the LUT at each frequency of a second set of discrete frequencies is determined from the predicted lengths d of the LUT at and below said frequency. A second insertion loss is determined based on the pair of adjacent discrete frequencies of the second set of discrete frequencies that have the largest difference between their rSTDs. Based on a comparison of the first and second insertion losses to an expected insertion loss, one of these insertion losses is deemed to be the actual insertion loss of the LUT.
