    Abstract: A telecommunications network is provided comprising a plurality of interconnected communications nodes, each of the communications nodes being connected to at least one of the other communications nodes in the telecommunications network via a communications channel. The communications nodes are arranged to communicate user data to and/or from the other communications nodes to which the communications nodes are connected in accordance with current operating communications parameters. Each of the communications nodes is adapted to communicate status report data to a policy control server, the status report data including an indication of the current operating communications parameters of the communications node and/or the communications channel via which the communications node. The policy control server is operable to determine, from the status report data, a current communications capability of the communications nodes, to identify a change in the operating parameters of one or more of the communications nodes or the communications channels, which could improve the performance of the telecommunications network and to communicate control data to the one or more communications nodes, the change control data indicating the identified change in the operating parameters. The policy control server can provide an improved allocation of network resources and network routing, because the policy control server is provided with a more global view of the telecommunications network, in one mode of operation the policy control server can re-configure the communications nodes and communications channels as a result of a failure of one or more of the nodes or channels.

    Abstract: An exploitation of the proper classification of conventional call-processing states into categories, each category corresponding to one of the call states of the SIP finite- state machine (FSM), yields simplified design, implementation, and operation of heterogeneous call processing. A separate FSM for the S I P- categorized call states, running in parallel with a conventional port event processing (PEP) FSM, implements a VoIP Local Call Controller by passing events between the SIP-type FSM and the PEP FSM only at the points where a transition between SIP categories occurs. The SIP FSM does not require notification of PEP FSM transitions not affecting the SIP call state. For this reason, none of the code associated with the transitions between PEP FSM states within the same major state category requires any modification. Consequently the integration of VoIP and PEP call processing can be done more simply, and at dramatically-reduced cost in software development, support, and maintenance.

    Abstract: A base transceiver (422) station comprises an analyser (408), a frequency domain generator (414) and a command generation processor (418). The analyser is operable to derive samples (412) representative of a strength with which the radio signal is received by the mobile user equipment, based on the power control commands. The frequency domain generator is operable to generate a frequency domain representation (416) of a reception condition by performing a Fourier transform on the signal strength samples. The command generation processor is operable to generate a receiver mode command (RMC) for communication to the mobile user equipment.
