The measuring apparatus according to the invention is characterised by having a measuring body (5) disposed on adjustable support brackets, measurement means (4) adapted for measuring combined environmental conditions, and an anemometer (8). The measuring system according to the invention is characterised by - measuring data representing those environmental conditions of the given region that are decisive for building energetics, and fetching the measured data following a given algorithm, - fetching also the file containing the 3D representation of the building planned for the given region, - generating a simulation by comparing design data with measurement data, and, based on the simulation, presenting the energetic characteristics of the building planned for the given region as influenced by site-specific factors, - upon evaluation of the simulation modifying the design of the building, thereby achieving cost and energy savings.
