The deionization unit (10) includes a pair of opposing electrodes that is charged to have polarities opposite to each other, a flow passageway positioned between the electrodes and enabling passage of water containing ions, and an ion-exchange membrane that is disposed on the flow passageway side of each of the electrodes, and performs a deionization process of deionizing the water containing the ions by allowing the ions to be adsorbed onto the electrodes and a regeneration process of eliminating the ions from the electrodes. The ion-selective removing unit (20) is disposed on the downstream side or upstream side of the deionization unit (10) to separate and remove divalent or more ions from the water containing the ions because the ratio of removing the divalent or more ions that are the scale component among the ions is relatively higher than the ratio of removing monovalent ions from the water containing the ions. The water treatment system (1) can increase the ratio of removing scale component ions.

A method and a device for treating water are described. Raw water is fed into a first membrane separation stage. Concentrate formed here is purified in a downstream second membrane stage. The permeate from the first membrane separation stage is further purified in an electrode ionization unit. The concentrate chambers of the electrode ionization unit are fed in this case with permeate from the second membrane separation device. The concentrate from the second membrane separation stage and concentrate exiting from the electrode ionization unit are degassed in a degassing device and fed to the first membrane separation device.

A nitrogen compound-containing acidic liquid such as a monoethanolamine-containing dilute hydrochloric acid waste liquid discharged during the regeneration of condensate demineralizers in nuclear power plants or thermal power plants is efficiently and economically treated. A neutralization dialysis device 2 is provided in which a raw water chamber 22 and an alkaline solution chamber 23 are partitioned from each other with an anion exchange membrane 21. The nitrogen compound-containing acidic liquid is passed through the raw water chamber 22, while an alkaline solution is passed through the alkaline solution chamber 23, thereby neutralizing and demineralizing the acidic liquid. Thereafter, the nitrogen compound contained in the neutralized demineralized liquid is concentrated with an electrodeionizer 4. The neutralization dialysis treatment using the anion exchange membrane 21 and the alkaline solution can neutralize and demineralize the nitrogen compound-containing acidic liquid. From the resultant neutralized demineralized liquid, the nitrogen compound can be efficiently separated and concentrated.

In the deionization chamber, anion exchanger layers and cation exchanger layers are stacked in an order in which a last ion exchanger layer through which water to be treated passes is an anion exchanger layer. A bipolar membrane is formed on the cathode side of the anion exchanger layer in the deionization chamber. The anion exchange membrane of the bipolar membrane is in contact with the anion exchanger layer.
