When the electrolytic solution concentration is outside the normal range, a charging/discharging condition modifying unit (260) modifies a charging/discharging condition of the secondary battery to bring the electrolytic solution concentration back to the normal range, thus avoiding a tendency of overcharge or a tendency of overdischarge.

The charging method includes determining whether a battery cell is being charged, and if the battery cell is being charged, determining whether the battery cell is fully charged; if the battery cell is fully charged, determining whether a temperature of or around the battery cell is in a normal range or in an extended range; and if the temperature is in the normal range, incrementing a first count and selecting a first charging parameter set if the first count is greater than a first reference count, and if the temperature is in the extended range, incrementing a second count and selecting a charging parameter set if the second count is greater than a second reference count.
