The invention aims at reducing or preventing the release of ions, and more generally, the release of elements originally present in the binding agent and transmitted into the environment outside. The method for making said tube consists in bringing solid materials at the surface of the cement mortar layer before the mortar sets. Said tube is characterised in that the cement mortar layer is covered by the solid materials embedded in said layer surface.
