Therefore, in a process of updating the resource label stored in the terminal device, a matching amount is greatly reduced when path information that matches traversal path information of a resource is searched for in the first resource permission configuration file, time consumed for labeling the stored resource can be reduced. This improves labeling efficiency, reduces time consumed for the system software version upgrade, and improves efficiency of the system software version upgrade.

Under the condition that user's normal communication is remained, the number of cell antennas or the cell bandwidth is dynamically changed so that the number of downstream reference signals is dynamically adjusted. This reduces the power consumption of the network device.

The method for establishing the multi-user service includes the following steps. A media control channel parameter and a media transmission channel parameter are returned according to a received media session establishing request. An associated parameter is received, in which the associated parameter is a parameter generated by associating the media control channel parameter of a controlling-party user unit with the media transmission channel parameter of a receiving-party user unit. A media control channel is established with the controlling-party user unit according to the associated parameter. A media transmission channel is established with the receiving-party user unit according to the associated parameter. The media control channel parameter of a controlling party and the media transmission channel parameter of a receiving party are sent to a network side by initiating a third-party call and the multi-user service is established. Therefore, disadvantages in the prior art are overcome, user experience is improved, and functions of the multi-user service are enriched.

The preset generator matrix of the systematic (UIU+V)-code includes a first identity sub-matrix of a U code and a second identity sub-matrix of a V code. A plurality of elements in a same column as the first identity sub-matrix are all 0. A plurality of elements in a same column as the second identity sub-matrix are all 0. In this coding manner, not only are low decoding complexity and a good code distance ensured, but also convenience of engineering implementation is improved. Furthermore, in the foregoing manner, a plurality of code lengths and coding rates may be flexibly adapted only by storing a generator matrix of a systematic code of a mother code, so that this manner is lower in storage overhead than a manner of storing a generator matrix of a (UIU+V)-code.

Embodiments of the present invention provide a communication method. The method is applied to a random access process and includes: receiving indication information sent by a network device, where the indication information includes at least one piece of the following information: access probability information of each of a plurality of carriers, access control information of at least one of the plurality of carriers, overload indication information of at least one of the plurality of carriers, power boost information of at least one of the plurality of carriers, and access indication information of one of the plurality of carriers; and determining, based on the indication information, one carrier from the plurality of carriers as a target carrier to perform random access. Therefore, by receiving the indication information sent by the network side and determining, based on the indication information, the carrier for performing random access, user equipment can determine the target carrier from the plurality of carriers to perform random access, thereby facilitating load balancing.
