[Solution] The catalyst comprises copper, zinc, aluminum and silicon, and has a molar ratio of zinc to copper of 0.5 to 0.7, a molar ratio of silicon to copper of 0.015 to 0.05, a maximum intensity ratio of a peak derived from zinc to a peak derived from copper of not more than 0.25 and a half-value width (2θ) of the peak derived from copper of 0.75 to 2.5. The invention provides a chlorine production catalyst that shows excellent reaction activity in the oxidation reaction of hydrogen chloride with oxygen into chlorine, is inexpensive and can be supplied stably, and is suited for use in a fluidized-bed reactor. The invention also provides a chlorine production process using the catalyst. The chlorine production catalyst of the invention includes spherical particles containing copper element (A), an alkali metal element (B) and a lanthanoid element (C) and having an average sphericity of not less than 0.80. The lanthanoid element (C) has a bond dissociation energy with oxygen at 298 K of 100 to 185 kcal/mol. The content of the copper element (A) in the catalyst is 0.3 wt% to 4.5 wt%.

There is provided by the present invention a process for preparing a copper-based catalyst having good catalytic activity, markedly excellent durability and good reproducibility. The process for preparing a copper-based catalyst of the invention is a process for preparing a catalyst composed of metal oxides containing copper oxide as an essential component and is characterized by comprising the following steps: (1) a step of bringing an acidicmetal salt solution containing copper and a precipitant solution into contact with each other to obtain a slurry solution containing a precipitate of a catalyst precursor, and (2) a step of continuously bringing the slurry solution and a wash liquid into contact with each other to wash the precipitate, with substantially keeping the suspended state.
