The processor computes settlement information based upon the stored traffic statistics; the settlement information includes usage cost differential information for reconciliation of network usage among the various networks.

The caller is then informed that they cannot place a call to this destination and asked if there is another terminating number they wish to call (124). If the sequence of dialed digits is not found in the terminating number screening database, the call is allowed to process without interruption (110, 120). The purpose of this functionality is to protect the Operator Service network from repeated fraudulent calling to individual telephone line numbers either international or domestic.

When a call is placed, the call is screened against a database (120) which keys on international originating country access numbers. If a match against the database (120) is found, the call is routed to a first level operator (125) for billing acount verification. If billing account verification passed, the call interception process automatically overrides the calling card from any future intercepts. If verification failed, the call interception process automatically places the calling card in a 'LOCKED STATUS MODE' and terminates the call. As a result, subsequent calling card call attempts will be default to the first level operator. The process further limiting a number of subsequent calling card calls attempts from the originating terminating country (102) to domestic location. If the subsequent calling card call attempts exceeded the pre-determined limiting threshold, the call is routed to a second level operator (165) for caller identity verification.

An interactive computer-based training (ICBT) system and method operable over a computer network for training users. The ICBT system is provided with a state-machine-based hardware simultator for emulating various hardware states associated with a piece of equipment on which the users are to receive interactive training. A software simulator provided as a command inference engine is coupled to the hardware simulator, wherein the software simulator allows the users to interactively interrogate the emulated piece of equipment for its software functionality. One or more independently selectable learning modules are provided as part of the ICBT system, wherein each learning module includes one or more lesson plans related to the hardware and software functionality of the emulated piece of equipment. Also, the learning modules are inter-dependently associated with the hardware and software simulators. A user interface is provided for selecting one or more learning modules and for providing inputs from the users to the hardware and software simulators of the emulated piece of equipment so as to modify its configuration. The users can select any lesson plan or execute a portion of an ICBT session at any point therein without having to follow any sequential procedure.

A method for combining Internet protocols in a Differentiated Services model environment is described. The Session Initiation Protocol (SIP) and Common Open Policy Service (COPS) are combined together to provide methods of setting up a session (1) and tearing down a session, while maintaining Authentication, Authorization, and Accounting (AAA) policies (2). The Open Settlement Policy (OSP) is also combined with SIP and COPS. This combination provides for an interchange of parameters between session setup, teardown, authorization, policy, Quality of Service (QoS), and usage reporting.
