The acquisition part acquires actual first-station arrival times or first-station departure times of a second train preceding a first train being a control target and at least one or more third trains among a plurality of trains preceding the second train. The prediction part predicts a first time at which a stopping signal received by the first train in front of a first station due to influences of the second and third trains is canceled based on the actual first-station arrival times or first-station departure times of the second and third trains. The controller controls an operation of the first train based on the first time.
