At least two wire ropes (40a, 40b, 42a and 42b) fed from a winding device and attached to a working cage through these sheaves cross each other between the first sheave and the second sheave. The distance between the center of rotation of the swivel arm (3) and the center of rotation of the first sheave (18, 19) is determined to be equal to the distance between the center of rotation of the swivel arm (3) and the center of rotaion of the second sheave (23, 24). By this arrangement, entwining of wire ropes and inclination of the working cage due to imbalance in length of respective wire ropes can be prevented.
