The present invention relates to a non-rotating wheel cap which is inserted at the center of a wheel rim using fixtures; wherein such cap is used to display printed decorations; and wherein such decorations remain stationary in an upright position, while the rim is rotating. The preferred embodiment of the present invention comprises: a cylindrical body with a bottom wall, an upper edge, a lower edge and an opening, a plurality of fixtures extending from the lower edge of the cylindrical body, a small pin extending vertically from a central axis of the bottom wall; a roller bearing, wherein such bearing is press-fitted into a crescent-shaped object, wherein one of the lateral surfaces of such semi-circular object is engraved with small cylindrical holes. A cylindrical housing is attached to such object to which a concaved circular sheet is attached. The cap of the present invention is also simple in design, since it needs only one roller bearing and includes no bolts or adhesives.

A system for providing illuminated displays (26,24,78) on a vehicle or wheel assembly includes one or more tire marking devices for integration with tire sidewalls or vehicle wheels. Such tire marking devices may include a plurality of point lights sources (22) (such as LEDs or OLEDs operating at one or more wavelengths) arranged in a predetermined array configuration (20), a microprocessor (46,68) coupled to each of the plurality of point light sources (22), a power source (48,70) for powering the microprocessor and/or other device elements, and a timing sensor (50) configured to provide one or more timing signals to the microprocessor. The timing signals generated by the timing sensor preferably include sufficient information to determine the rotational rate and relative position of the plurality of light sources. The microprocessor controls the flash sequence and duration of each point light source in the plurality of point light sources as they travel in a rotational path around the tire or wheel to which they are mounted. The flash sequence and duration of each point light source is determined as a function of the rotational rate and position of the tire or wheel assembly as obtained from the timing sensor.

The nonrotating billboard of a rotation body includes a housing (10) attached to a center of a rotation body and rotated together with the rotation member, a billboard member (20) which has a surface on which a billboard is formed and includes a weight member (21) below the weight center and is installed in the housing based on a relative rotation method and maintains an upright state by the weight of the weight member, and a friction prevention unit (12,22,32) for maintaining a free state of the billboard member from the housing in a nonrotating state by preventing the billboard member from being contacted with the housing. Therefore, the nonrotating billboard of a rotation body according to the present invention is attached to a surface of a rotation body such as a vehicle wheel or a fan for thereby implementing a clear nonrotating billboard such as a pattern, advertisement or an emblem of a fabrication company irrespective of a rotation of the rotation body.

A shadow mask (16) is arranged in the light path between the diffusion disk and several individually activatable point light sources (18a, 18b) and comprises for each point light source an associated symbol that is projected in an enlarged form onto the rear face of the diffusion disk when the corresponding point light source is activated. Owing to this design of the display element, which is simple to implement, the various symbols share a common display surface on the diffusion disk which acts as a rear projection screen.
