By using the water-soluble ionic polymer not having formaldehyde added thereto, and advantageous from the viewpoint of raw material cost, this additive for concrete or mortar capable of showing an excellent effect can be obtained.

Meanwhile, the solvent to be recovered is fed to the reactor 10 to be reutilized.
