SOLUTION: The water-permeable/water-retentive concrete or mortar is obtained by solidifying the composition containing fine aggregate obtained by milling original aggregate, cement a CMC aqueous solution having ≥100 mPa s viscosity and is used as a paving block, a roadbed block, porous concrete or a mortar product. PROBLEM TO BE SOLVED: To provide a cement composition for a water retentive hardened body having strength development for a short term and high strength for a long term while having fluidity when cement milk is filled into a void of open-graded asphalt or porous concrete under low temperature circumstances. SOLUTION: The cement composition for the water retentive hardened body where the water retentive hardened body is constituted by filling the cement composition into a void of open-graded asphalt or porous concrete and where portland cement, cement having calcium aluminate and II-type anhydrous gypsum, a zeolite, lithium carbonate, sodium carbonate and sodium tartrate are contained is characterized by containing a lithium carbonate of 1.2-2.4 pts.wt., a sodium carbonate of 0.2-0.4 pts.wt. and a sodium tartrate of 0.1-0.3 pts.wt. based on 100 pts.wt. of the total amount of the cement and the zeolite. PROBLEM TO BE SOLVED: To provide a mortar composition which exhibits a high enough adhesion strength to satisfy the seismic safety standards, high strain, compression strength, flexural strength and followup performance and is not liable to cracks. SOLUTION: The mortar composition is manufactured by mixing the mortar material comprising at least 25-45 pts.wt. of a high-early-strength portland cement, 40-60 pts.wt. of sand, 0.05 to 0.12 pts.wt. of polycarboxylic acid-based powdered water reducing agent, and 10-25 pts.wt. weight of water, and not containing an organic adhesive.
