PROBLEM TO BE SOLVED: To provide a surface modified polymer comprising a surface which is covalently bonded to a surface modifying compound. SOLUTION: The surface modified polymer consists of a bulk polymer matrix (in the matrix, reactive functional groups are dispersed) and a polymer surface having a surface-modification compound covalently bonded to the reactive functional group. Formation of the covalent bond between the polymer and the surface modifying compound is achieved by a reaction between an intrinsic functional group that is present in the polymer and the functional group of the surface modifying compound. PROBLEM TO BE SOLVED: To provide a method for simply producing an oil-in-water type silicone emulsion. SOLUTION: This method for producing an oil-in-water type silicone emulsion (C) is characterized by comprising a step of preparing a mixed solution (A) by adding to a modified silicone (a) gelling on contact with water, a solvent (b) soluble in water and in the modified silicone (a) at a mass ratio of (b) and (a): (b)/(a) to be in a range of 0.25 or above and mixing the both; a step of preparing a mixed solution (B) by adding water (c) to the obtained mixed solution (A) at a mass ratio of water (c) and the solvent (b): (c)/(b) to be in a range of 0.05-4, followed by mixing; and a step of forming an oil-in-water type emulsion (C) by adding an aqueous component (d) to the resultant mixed solution (B) and mixing.
