PROBLEM TO BE SOLVED: To provide an apparatus for removing phosphoric acid esters in a waste oil and to provide a treating system for the waste oil containing polychlorinated biphenyl (PCB). SOLUTION: The apparatus for removing phosphoric acid esters is configured to include a storage tank 11 to store the waste oil 13 containing the phosphoric acid esters 12, a supply tank 14 to supply a predetermined amount of the waste oil 13 containing the phosphoric acid esters 12 and supplied from the storage tank 11 through a line L 1 , a mixing tank 18 furnished with a stirring means 17 for mixing the waste oil 13 supplied from the supply tank 14 through a line L 2 with an oxidant 16 supplied from an oxidant supply tank 15, an analyzing part 22 to analyze phosphorus (P) or phosphoric acid (H 3 PO 4 ) in a reaction liquid 19 comprising the waste oil 13 mixed with the oxidant 16, a circulation line L 4 to return the reaction liquid 19 to the mixing tank 18, a settling tank 25 to settle the reaction liquid 19 based on the result of the analyzing part 22 and separate the liquid to an oil layer 23 and a water layer 24, a filter 26 to remove solid component in the oil layer 23, and a waste water-treating part 29 to remove the phosphoric acid in the water layer 24. SOLUTION: The surface modification method of activated carbon fiber is a surface modification method of a carbonaceous material having an oxygen functional group on the surface, which comprises an oxidation treatment step of subjecting the carbonaceous material to oxidation treatment to form an oxygen functional group and eliminate it to thereby increase the active sites on the surface of the carbonaceous material. The carbonaceous material having an oxygen functional group on the surface can be subjected to oxidation treatment to increase the oxygen functional group and at the same time to eliminate the increased oxygen functional group to increase the active sites on the surface of the carbonaceous material. SOLUTION: When the contaminated member is cleaned with a cleaning agent, the method for estimating cleaning treatment includes: the first cleaning process for a contaminated member; and an estimation process of estimating the cleaning time or the number of cleaning times of the second or later cleaning processes according to the degree of leached contaminants in the first cleaning process for contaminated member.
