    SOLUTION: Provided is the gas-liquid dispersion device satisfying the following conditions; (A) a plate has at least one hole through which the gas and the liquid pass, (B) one end of a conduit is connected to the hole on the lower surface of the plate, (C) at least one passage for the gas is disposed in the side surface of the conduit, and (D) at least one passage for the liquid is disposed in the lower portion of the conduit, and (E) the structure of the lower end of the conduit is a structure for interfering the inflow of the gas.

    SOLUTION: In the reformer provided with a sealable vessel for steam reforming after the partial oxidation of a carbon-containing raw material and obtaining a synthesis gas, an oxidizer feed tube for feeding an oxidizer into the vessel, and a carbon-containing raw material feed tube for feeding the carbon-containing raw material into the vessel, the central axis of the oxidizer feed tube and the central axis of the carbon-containing raw material feed tube are crossed in the downstream in the flowing direction of the oxidizer with respect to the outlet of the oxidizer feed tube and also in the downstream in the flowing direction of the carbon-containing raw material with respect to the outlet of the carbon-containing raw material feed tube.
