A fluorescent reagent is provided by spraying onto the target surface. Articles around water include a room-constituting material of a toilet or the like and an indoor facility. The indoor facility includes a toilet stool made of ceramics or the like such as an excrement toilet stool, a kitchen sink, and the like. For judgment, for example, fluorescamin is sprayed onto the contaminated target surface containing protein, and ultraviolet rays are applied, thus observing fluorescent intensity from the target surface.
