One connection portion of the heated piping component is connected to an inlet pipe leading into the fluid resin powder in a fluid tank, the other connection portion thereof is connected to an outlet pipe leading to a dust collector, and the pressure of the fluid tank is increased to push the fluid resin powder into the inlet pipe and make the resin powder flow into the piping component, if necessary, while rotating or inclining the piping component, thereby forming the resin film. The fluid resin powder passing through the piping component is separated into resin powder and air by the dust collector and recovered.
