When a wireless device is powered up, it registers with a server and then transitions to a paging state instead of an idle state. The wireless telecommunication device receives group communication setup data though a control channel for incoming group communications, and such delivery occurring without fully bridging a dedicated communication channel to that wireless telecommunication device.
