A method and apparatus for spatial Quality of Service (QoS) in a wireless network include determining a relative or absolute location of target devices receiving or requesting a same media stream; determining a group of the target devices within a given proximity of one another utilizing resources from the same wireless access network; for each target device in the group while the resources remain in the wireless network: determining a target device based on relative spatial distance to other target devices in the group with prioritized reception of the media stream; and granting the determined target device prioritized reception of the media stream.

Public safety user equipment (PS UE) that establishes a first wireless communication channel over a primary network to at least one multimedia multicast or broadcast service management entity and establishes one or more alternative wireless communication channels over one or more alternative networks (310). The public safety user equipment receives at least one multimedia multicast or broadcast service message over the first wireless communication channel (320), Then, the PS UE extracts data contained in the multimedia multicast or broadcast service message and storing the data in a local cache (330). The PS UE receives a cache request from the one or more user equipment over one or more alternative wireless communication channels (340) and then the PS UE transmits the stored data to the one or more PS user equipment (350).

A communication system provides for automated detection, and resolution, of focus hunt. A server determines whether a predetermined number of blur metric transition (BMT) cycles, associated with a video stream, have occurred within a predetermined period of time or number of frames. In response to determining that the predetermined number of BMT cycles have occurred, the server determines that focus hunt has occurred. A BMT occurs when first and second blur metrics, determined for first and second video frames, transition from being greater than a blur metric threshold to being less than the threshold, or vice versa. In turn, a BMT cycle occurs when a BMT, of a first BMT and a second BMT, comprises a transition of blur metrics from less than the threshold to greater than the threshold and the other BMT comprises a transition of blur metrics from greater than the threshold to less than the threshold.
Abstract:
A media server and method of operation of a media server in a wireless communication system are provided. The media server receives media streams from mobile communication devices in the wireless communication system, and routes the media streams sequentially to a packet header compression encoder. A processor of the media server is configured to receive a first media stream from a first mobile communication device, receive a request from a second mobile communication device to transmit a second media stream to the media server, and transmit data derived from an RTP header of the first media stream to the second mobile communication device. The second mobile communication device is enabled to commence transmission of the second transmitted media stream using the data derived from the RTP header. The wireless communication system may be a PTT wireless communication system or a group video wireless communication system.

Multiple cameras are operatively connected over a shared link to a video server on a video network. The cameras are operated to capture a plurality of video streams. Each video stream has intra-frames and predictive frames that are sequentially generated timewise apart. A number of the video streams that transmit over the shared link on the network is identified. A number of intra-frames that are generated substantially simultaneously in the identified video streams is also identified. The identified intra-frames in the video streams are offset in time to minimize video artifacts from being present in the video streams being transmitted over the shared link.

In a group communications system, a group watcher module subscribes to presentities of interest for a particular group by communicating, to at least one presence server module, a set of subscriptions to a plurality of presentities, wherein each subscription contains a set of event notification criteria for a presentity. When the group watcher module detects a change in presence information for the set of subscriptions, it determines current members of the group and distributes the change in presence information to the current members.
Abstract:
A method and system enable determining one or more delays associated with an internet protocol (IP) camera. The method includes issuing a control command from a device to the IP camera. A change is then detected in one or more pixels in video frames as a result of the control command being executed by the IP camera. One or more delays associated with the IP camera are then determined by recording and comparing two or more of the following: a command time; a feedback time; and a capture time.
Abstract:
A communication system is provided that analyzes event-related media by correlating various media content based on the media being time-wise proximate to each other. Thereby, the communication system provides an informational tool for law enforcement agencies to correlate different media that all relate to a same event, such as subject matter media with related discussion media. For example, the subject matter media may comprise video, video stills, biometrics, sensor data, Automatic Vehicle Location (AVL) data, pictures, BOLO (Be On the LookOut) bulletins, and the like, while the related discussion media may comprise Push-to-Talk talkbursts, telephone conversations, Instant Messaging (IM), emails, and other forms of discussion media. By correlating such media, the communication system facilitates event or incident reconstruction by providing related media together when providing event or incident playback.

Abstract:
A method and apparatus for multicasting data streams in a wireless radio communication system are provided. A server assigns a plurality of data streams amongst RF resources. One or more points-of-access of the wireless radio communication system are operable to transmit each RF resource to mobile communication devices. Responsive to a request from a mobile communication device for a selected one of the plurality of data streams, the server identifies the points-of-access that have not been assigned, and hence cannot transmit, the RF resource to which the selected data stream is assigned. An access controller instructs those points-of-access to deny association to the mobile communication device. The server then multicasts the selected data stream to the mobile communication device through one of the remaining points-of-access that can transmit the selected RF resource.
