    Abstract: Various communication systems may benefit from an improved signaling protocol. For example, an application layer traffic optimization protocol or an over-the-top protocol may benefit from improved signaling in dealing with unattended data. A method, in certain embodiments, may include sending congestion information of a first access point as part of the application layer traffic optimization from a network entity to a user equipment. The congestion information can comprise a first congestion level relating to a first radio interface message value at the first access point and a second congestion level relating to a second radio interface message value at the first access point. In addition, the user equipment may be configured to determine a current level of congestion at the first access point based on the first congestion level, the first radio interface messaging value, the second congestion level, and the second radio interface messaging value.
