    Abstract: Aspects presented herein may improve the latency and power consumption for communications by enabling a wireless device to apply outer coding (OC) (with forward error correction (FEC)) to transmission(s). In one aspect, a wireless device segments each packet data convergence protocol (PDCP) packet in a plurality of PDCP packets into a set of OC symbols, where the plurality of PDCP packets corresponds to a packet data unit (PDU) set. The wireless device assembles multiple sets of OC symbols into an OC block. The wireless device applies an FEC encoding to the OC block. The wireless device outputs the OC block based on the FEC encoding. In some examples, the wireless device also adds an OC header to the OC block, where the OC header includes a symbol size, a set of source symbols, and/or a symbol index associated with the FEC encoding.

    Abstract: Aspects relate to core network entities that: establish a session including at least one of: application data unit (ADU) detection rules, or ADU handling rules related to a detection of ADUs in a user plane, and determine, for one or more quality of service (QOS) flows, whether ADU awareness applies based on an application of the ADU detection rules, or the ADU handling rules; and transmit a request to create a session that supports ADU-based QoS flows, negotiate at least one of: ADU-based QoS policies, or ADU QoS rules applicable to the session, and receive an acknowledgment of creation of the session in response to completing the negotiating. A radio access network entity conveys, during a session, one or more ADUs to a user equipment via a user plane in compliance with ADU-based QoS policies associated with at least one ADU aware QoS flow.

    Abstract: Method and apparatus for delay states having variable configurations. The apparatus transmits, to a network entity, a delay status report indicating an uplink delay detected by the UE, wherein the uplink delay is greater than a first threshold. The apparatus switches, subsequent to transmitting the delay status report, from a first state configuration to a second state configuration that is different than the first state configuration for transmission of uplink data before a delay budget is exceeded. The second state configuration is a delay critical state and comprises a set of configurations for the transmission of the uplink data. The apparatus communicates, with the network entity, based on the second state configuration.

In some aspects, a user equipment (UE) may receive uplink frames delivered from an application of the UE. The UE may transmit a message that indicates one or more of a cadence of the uplink frames or an offset of each of the uplink frames.     Abstract: Methods, systems, and devices for wireless communication are described. Generally, the described techniques provide for efficiently performing measurements and other functions in preparation for communicating with a base station on a secondary cell (SCell). In particular, a user equipment (UE) may switch to a certain bandwidth part (BWP) (e.g., a dormant BWP) on an SCell when the SCell is deactivated, and the UE may perform the appropriate measurements and functions on this BWP (e.g., based on reference signals received on this BWP). In some cases, the UE may determine to switch to the BWP for performing the appropriate measurements and functions based on an inactivity timer expiring or based on an indication from a base station (e.g., on a primary cell (PCell)). Accordingly, once the UE activates the SCell for communications with a base station, the latency associated with preparing for communicating on the SCell may be reduced.
