A method and apparatus for supporting routing area (RA) update in a long term evolution (LTE) general packet radio service (GPRS) tunneling protocol (GTP)-based system are disclosed. A wireless transmit/receive unit (WTRU) sends an RA update request to a new evolved Node-B (eNodeB) and a mobility management entity (MME). The MME sends an update packet data protocol (PDP) context request to an access gateway (AGW), whereby a new tunnel is established between the new eNodeB and the AGW. For an inter-MME routing area update, the WTRU sends an RA update request to a new eNodeB and a new MME. The new MME sends an MME context request to an AGW. The AGW sends an MME context response to the new MME. The new MME sends an update PDP context request to the AGW, whereby a new tunnel is established between the new eNodeB and the AGW.

Apparatus and method for providing an automatic handoff process of a user equipment (UE) from either a wireless local area network (WLAN) to a universal mobile telecommunications system (UMTS) or from a UMTS to a WLAN. Handoffs may be initiated by the UE, based upon user preference, signal quality, comparison of location coordinates of the UE and the system to be switched to or signal quality. The available channels of one system may be broadcast to the UE by the other system or the UE may monitor channels of the system to be switched to and lock on to one. The handoff may also be initiated by the UMTS, the selection being power-based.

A procedure is provided wherein a serving general packet radio service (GPRS) support node (SGSN) enables a mobile station to access point name (APN) to which the mobile station is not subscribed wherein the SGSN makes a determination if the requested packet data protocol and APN received from the mobile station are the same as those to which the mobile station is subscribed. In the event that the mobile station is not subscribed to the PDP type and requested APN, the SGSN informs the mobile that APN requested is not authorized and if the mobile station desires to continue it must agree to the terms and conditions and to provide credit (or debit) card information in order to obtain the requested APN.

In this configuration, another packet channel must be configured in the packet control channel configuration to provide control functions for the packet traffic only packet channel. A Digital Control Channel (DCCH) includes information relating to a Beacon Packet Control Channel (PCCH), which contains information on the allocated packet channels. The subscriber unit initiates its packet data operations within the system. When packet data operations are reconfigured, the Beacon PCCH information is altered and the subscriber unit may obtain the new configuration information from the Beacon PCCH.

At least one base station supports wireless communication within the service area in a plurality of frequency bands and according to a plurality of communication protocols. In a broadcast message, a transmitting base station indicates to the subscribing unit the plurality of frequency bands and the plurality of communication protocols available. The subscribing unit receives the broadcast message and communicates with the base station on one of the plurality of frequency bands according to one of the plurality of communication protocols. In another embodiment, the system includes a plurality of base stations providing overlying coverage within the service area. In such systems, multiple broadcast message may provide information regarding the overlying coverage provided. The broadcast message may also include channel information that indicates the available channels within the available frequency bands, preference information, traffic levels within the frequency bands, available bandwidth within the frequency bands and system operator information that may indicates to the subscribing unit operation on reserved portions of the frequency band is available. The broadcast message may also indicate traffic levels on overlying systems, the bandwidth provided and cost of service for the overlying systems. A subscribing unit operating within the service area receives the broadcast message, makes operational decisions, may elicit additional information, makes operational determinations and communicates on a selected frequency band according to a selected communication protocol.

Methods and apparatus for triggering and synchronizing a machine type communication (MTC) device are described. MTC devices may operate in a time controlled mode, where the MTC device attaches to a network at specified intervals to report to a network. The time controlled mode may include two time controlled cycles, a reporting cycle and a control cycle. Methods are also described for communicating the reporting and control cycles between the MTC device and the network or MTC server. These cycles may be communicated on an application layer, by an MTC server using an MTCsp interface or via MTC configuration. In addition, triggering cycles may be sent via the Non-Access-Stratum (NAS) layer by extending discontinuous reception (DRX) cycles or by allowing a network to send the cycles over a broadcast channel by defining new System information block (SIB) information.

The devices in the system may be divided into groups. A single device member may perform the basic access steps for the group. Other devices may receive related access information on a control channel and use the information to access the system. The devices may send data, get updates, and then go to sleep. Internet addresses may be released or maintained. During a control cycle, the devices may wake up and listen to the control channel for any paging messages. Individual devices or the entire group may access the system. During a reporting cycle, all the devices may wake up and access the system to connect to the M2M system to upload data.

A method and apparatus for session continuity using pre-registration tunneling procedure are disclosed. For session continuity, a tunnel is established between a multi-mode wireless transmit/receive unit (WTRU) and a core network of a target system via a source system while the WTRU is still connected with the source system. An access procedure is performed toward the target system using the tunnel. A handover is the performed from the source system to the target system once the access procedure is complete. The access procedure includes session initiation protocol (SIP) registration, authentication of the WTRU at the target system, and internet protocol (IP) configuration. The handover may be from a third generation partnership project (3GPP) system to a non-3GPP system, or vice versa.
