Provided is a method and an apparatus for transmitting user equipment (UE) assistance information for a semi-persistent scheduling (SPS) to a target evolved NodeB (eNB) in a wireless communication system. A source eNB in a handover, receives the UE assistance information for the SPS from a UE, and transmits the UE assistance information for the SPS to the target eNB. The UE assistance information for the SPS may include a SPS period and a time offset.

More specifically, the present invention relates to a method and a device for performing a packet delay calculation in a PDCP entity in a wireless communication system, the method comprising: receiving, by a PDCP transmitter , a PDCP SDU from an upper layer; generating, by the PDCP transmitter, a PDCP data PDU including the PDCP SDU and a time field corresponding to the PDCP SDU, wherein a value of the time field is set to a time when the PDCP SDU received from the upper layer; and transmitting, by the PDCP transmitter, the generated PDCP data PDU to a PDCP receiver.

A method and apparatus for determining priorities of buffer status reports (BSRs) in a wireless communication system is provided. A user equipment (UE) generates a BSR for uplink transmission to a network and a proximity-based services (ProSe) BSR for device-to-device (D2D) transmission between UEs, and prioritizes the BSR for uplink transmission over the ProSe BSR.
