    Abstract: Embodiments of the disclosure provide methods and devices for decoding video signals using inter prediction. According to an embodiment of the disclosure, a method for processing a video signal comprises constructing a reference picture list of a current picture in the video signal and performing a prediction for a current picture by using the reference picture list, wherein constructing the reference picture list comprising, if a first entry of the reference picture list corresponds to a short-term reference picture (STRP), obtaining a picture order count (POC) difference between a picture related to the first entry and another picture, and if a second entry of the reference picture list corresponds to a long-term reference picture (LTRP), obtaining a POC modulo value of a picture related to the second entry. A reference picture list for identifying a picture may be generated in a simplified and effective manner. Thus, the compression performance may be increased, and the computation time may be decreased.

    Abstract: An image encoding/decoding method and apparatus are provided. An image decoding method performed by an image decoding apparatus comprises obtaining inter prediction information of a current block and wraparound information from a bitstream, and generating a prediction block of the current block based on the inter prediction information and the wraparound information. The wraparound information may comprise a first flag specifying whether wraparound motion compensation is enabled for a current picture including the current block. Based on the first flag having a predetermined value specifying that the wraparound motion compensation is enabled for the current picture, the prediction block may be generated by performing the wraparound motion compensation, and the wraparound motion compensation may be performed based on either boundaries of a current subpicture including the current block or boundaries of a reference picture of the current block, based on whether the current subpicture is independently coded or not.

    Abstract: A method for processing video signals on the basis of inter prediction includes the steps of: deriving a motion vector predictor by using motion information of a neighboring block of the current block; parsing layer information for indicating the current layer, to which a motion vector difference used for the inter prediction of the current block belongs, within a predefined layer structure in which a combination of motion vector differences between one or more horizontal and vertical components is classified into a plurality of layers; parsing index information for indicating a specific combination in the current layer; deriving a motion vector difference of the current block by using the layer information and the index information; and deriving a motion vector of the current block by adding the motion vector difference to the motion vector predictor.
