Abstract: A wireless device receives configuration parameters of an unlicensed cell. The wireless device may receive a DCI indicating a downlink assignment or a release of a SPS configuration. The wireless device may transmit a HARQ feedback, associated with the DCI, via the unlicensed cell. The transmission of the HARQ feedback may be based on multiplexing the HARQ feedback in a first HARQ feedback codebook and using one or more first unlicensed parameters, for transmission via the unlicensed cell, in response to the DCI being associated with a first priority. The transmission of the HARQ feedback may be based on multiplexing the HARQ feedback in a second HARQ feedback codebook and using one or more second unlicensed parameters, for transmission via the unlicensed cell, in response to the DCI being associated with a second priority.

Abstract: A wireless device receives, from a base station, first configuration parameters, of a primary cell and a first secondary cell, and second configuration parameters for radio link monitoring. The first secondary cell may be a scheduling cell for the primary cell. Based on the first secondary cell being a scheduling cell for the primary cell, the wireless device may perform radio link monitoring on the first secondary cell using the second configuration parameters. The wireless device may determine a link failure of the first secondary cell based on the radio link monitoring. The wireless device may transmit, to the base station, an indication of the link failure of the first secondary cell.

Abstract: A wireless device receives one or more messages from a base station. The one or more messages comprise: first configuration parameters of one or more cells grouped into a timing advance group; second configuration parameters of a time alignment timer for the timing advance group; and third configuration parameters of semi-persistent channel state information (CSI) reports for transmission via a first cell of the one or more cells. A downlink control information is received. The downlink control information indicates activation of a plurality of resources of the first cell for the semi-persistent CSI reports. A semi-persistent CSI report, of the semi-persistent CSI reports, is transmitted via a first resource of the plurality of resources. In response to the time alignment timer expiring, second resources of the plurality of resources that occur after the time alignment timer expires are cleared.

Abstract: A wireless device receives: first configuration parameters of a first logical channel; and second configuration parameters for uplink LBT failure recovery. The wireless device may receive a first uplink grant for transmission of a first TB via a first cell. The wireless device may determine, based on an LBT counter not reaching a first number, that consistent LBT failures is not triggered for the first cell. The first number may be indicated by the second configuration parameters. The wireless device may multiplex the first logical channel in the first TB based on the consistent LBT failures not being triggered for the first cell. The wireless device may transmit the first TB based on the first uplink grant.

Abstract: A wireless device receives one or more messages. The one or more messages comprise discontinuous reception configuration parameters comprising a value for a discontinuous reception inactivity timer. A first downlink control information is received that indicates a channel state information request; and no uplink packet transmission. The discontinuous reception inactivity timer is started in response to the first downlink control information indicating the channel state information request and no uplink packet transmission. A second downlink control information is received while the discontinuous reception inactivity timer is running. One or more transport blocks is transmitted based on the second downlink control information.

Reference signals for radio link monitoring are selected based on the first group of search space sets. The reference signals for the radio link monitoring are measured for both in the first mode and the second mode.

Abstract: A wireless device receives a first downlink control information (DCI) comprising a first hybrid automatic request (HARQ) process identifier and a first new data indicator (NDI). A second DCI is received with the first HARQ process identifier and a second NDI. The second NDI is considered as toggled regardless of a value of the second NDI in response to the first DCI indicating postponing a HARQ acknowledgement transmission for a HARQ process identified by the first HARQ process identifier. The wireless device flushes a HARQ buffer associated with the HARQ process based on the second NDI being toggled.

In response to receiving a downlink control information indicating transitioning the first SCell group to a dormant state, the wireless device transitions the one or more first cells to the dormant state and maintains the plurality of second cells in the non-dormant state.

The wireless device transmits, to the second base station via the random access channel occasion(s), random access preamble(s) of the plurality of random access preambles using a plurality of transmit beams. The wireless device receives random access response(s) identified by the cell radio identifier. The random access response(s) comprise a first preamble identifier corresponding to a first random access preamble of the random access preamble(s). The wireless device determines a first transmit beam of the plurality of transmit beams used to transmit the first random access preamble. The wireless device transmits, to the second base station, data using the first transmit beam.
