    Abstract: Systems and methods are described herein for providing emergency personnel and other users access to a communications network during an emergency situation, event, or scenario. In some embodiments, the systems and methods provide mobile devices with access to a communications network during an emergency situation, by receiving, at an access point to the communications network, a request from a mobile device to connect to the communications network via the access point, determining the request includes user credentials associated with authorizing a user of the mobile device to use services provided by the communications network during the emergency situation, and connecting the mobile device to the communications network via the access point based on the user credentials.

    Abstract: A roaming wireless user device on a Visited Public Land Mobile Network (VPLMN) may initiate a Long-Term Evolution (LTE) emergency call to a Public Safety Answering Point (PSAP). Accordingly, a Proxy Call Session Control Function (P-CSCF) of the VPLMN may receive an anonymous Session Initiation Protocol (SIP) invite message for the LTE emergency call. The anonymous SIP invite message lacks a Mobile Station International Subscriber Directory Number (MSISDN) of the wireless user device but has an International Mobile Equipment Identity (IMEI) of the wireless user device. The anonymous SIP invite message is forwarded to a Location Retrieval Function (LRF) in a Gateway Mobile Location Centre (GMLC) of the VPLMN. The LRF obtains a MSISDN of the wireless user device that matches the IMEI in the anonymous SIP invite message from a database of the GMLC, such that the MSISDN is routed with the LTE emergency call to the PSAP.

    Abstract: A facility for determining the location of a mobile device when a location determination of a desired accuracy is desired. If available, the facility determines the location of the mobile device using a device-based technique or using a location determination technique that is accessible over a macronetwork. Macronetworks are networks that are designed to cover relatively large areas. If a location determination technique of desired accuracy is not available on the device or over a macronetwork, the facility attempts to use a location determination technique that is accessible over a micronetwork to determine the location of the mobile device. Micronetworks are networks that are designed to cover smaller areas. By forcing a switch from a macronetwork-based location determination technique to a micronetwork-based location determination technique, the facility ensures that a location determination is made for the mobile device of a desired accuracy, time to fix (TTF), and/or yield.
