Abstract: Embodiments of the disclosure provides a BSR communication method and a terminal device. The communication method includes: determining, by a terminal device, a quantity of LCGs currently including to-be-reported buffer data; when determining that only one LCG includes to-be-reported buffer data, determining, by the terminal device, one of a plurality of BSR formats as a first target BSR format, where the plurality of BSR formats are a plurality of formats used by the terminal device to report different BSRs based on different ranges of amount of uplink data in a buffer; and sending, by the terminal device, a target BSR to an access network device using the first target BSR format, where the target BSR is used to indicate an amount of uplink data in a buffer of the LCG.

In embodiments of this application, a signature is carried in a field of system information, so that both a terminal device that supports the signature and a terminal device that does not support the signature can complete decoding of the system information. Specifically, the terminal device that supports the signature may perform verification by using a signature obtained through decoding.

Abstract: A random access method and apparatus are provided. The method includes: a terminal device obtains a position of the terminal device and a position of a network device, the terminal device determines a time adjustment value based on the position of the terminal device and the position of the network device, and the terminal device sends a random access preamble based on the time adjustment value and a random access channel (RACH) resource configured by the network device. Based on this solution, the terminal device may determine the time adjustment value based on the position of the terminal device and the position of the network device, and adjust a time for sending the random access preamble on the RACH resource. This helps avoid a problem that random access preamble receiving time windows overlap, thereby increasing a success rate of accessing the network device by the terminal device.

In one example method, when a terminal device supports positioning, the terminal device may adjust, based on a positioning capability, time for sending a preamble on a RACH Occasion (RO) resource. When the terminal device does not support positioning, a corresponding RO resource periodicity may be configured to be large. Therefore, regardless of whether the terminal device supports positioning, a network device can receive, at the same time or in a short preamble receiving time window, preambles sent on a same RO resource, and receive, at different time, in different small time ranges, or in different short preamble receiving time windows, preambles sent on different RO resources.
