The process includes receiving, at a controller device, a group formation request from a requesting device, the request specifying a location and a time window, identifying one or more mobile stations determined to be within a threshold area relative to the location during the time window, and causing a communication group to be created including the identified one or more mobile stations. A further process includes a requesting device configured to identify a location and time window associated with an event, transmit a group formation request specifying the location and the time window and requesting formation of a communication group comprising mobile stations located within a threshold area relative to the location during the time window, and transmit using a communication group identifier provided to the requesting device.

A method, system and computer program product for visual representation of an incident scene is disclosed. The method includes generating, using an at least one processor, a set of inputs for causing an at least one learning machine to create, for display on a screen, a visual representation of the incident scene corresponding to witness statements. The visual representation includes depictions of a plurality of scene elements. The method also includes providing the set of inputs to the at least one learning machine to cause the at least one learning machine to create the visual representation of the incident scene.
Abstract:
A method and system for controlled absence of moving objects from the field of view of a camera during a defined time period is disclosed. When data generated by an at least one electronics device or a respective controller thereof confirms that the physical environment requirements of the at least one electronics device will be met, or confirms that the at least one electronics device will be controlled to meet the operational requirements, the video camera is allowed to enter a mode where the capturing of the video is impeded during the time period. Conversely, when the data indicates that the physical environment requirements will not be met, or that the at least one electronics device will not be controlled to meet the operational requirements, the system ensures that the capturing of the video is not impeded during the time period.
Abstract:
A process of anonymizing a person captured in an image. An anonymization server receives a request from an agency to anonymize a person captured in an image including an unredacted facial feature corresponding to the person and an unredacted non-facial feature. The server redacts the facial feature captured in the image to generate a first redacted image. The server then identifies a second image accessible to users not associated with the agency. When the server determines that the anonymity of the person captured in the first redacted image can be compromised using unredacted facial and non-facial features captured in the second image, the server further redacts the non-facial feature captured in the image.

A process and system for managing incoming video emergency calls (VECs) at a command center relative to an incident includes receiving first and second VECs from respective first and second recording and transmitting devices reflecting a first incident. Identifying the second VEC as a preferred one of the first and second VECs based on one or both of a quality and a field-of-view between the first and second VECs, and responsively causing the identified second VEC to be forwarded to a first live call taker and the first VEC to a VEC monitoring bot configured to continue to monitor video content of the first VEC and refrain from forwarding the first VEC to the first live call taker. The first VEC may be forwarded to the first live call taker at a lower relative resolution.

A method, system and computer program product for event summarization facilitated by emotions/reactions of people near an event location is disclosed. The method includes generating a query based at least in part on reaction information and at least in part on primary video metadata. Based on the query, at least one possible event summarization match for the one or more events is retrieved from a database.
Abstract:
A process for fixed camera and unmanned mobile device collaboration is disclosed in order to improve identification of an object of interest. A first point of view (POV) of a captured object is obtained and it is determined, with a first level of certainty, that the captured first POV of the object matches a stored object of interest. A dispatch instruction and intercept information is then wirelessly broadcast for receipt by camera-equipped unmanned mobile vehicles within a broadcast range for identifying and intercepting the object. Subsequently, a captured second POV of the first captured object is received via the one or more camera-equipped unmanned mobile vehicles. The captured second POV of the captured object is used to determine, with a second level of certainty, that the captured object matches the stored object of interest.

A method and apparatus for selecting a gateway to extend the communication range of a wireless communication device in a radio communication system are provided. A first communication device monitors transmissions from a second wireless communication device. The first device requests that the second device act as a gateway, receives an acknowledgement, and then can initiate a connection via the second device to the radio communication system. The connection uses a first receiver and a transmitter of the first device. The first device uses a second receiver to monitor the second device, and other wireless communication devices of the system, thereby dynamically maintaining a list of at least a primary gateway and a secondary gateway that are available for relaying a connection from the first device.
