    Abstract: A video decoding technique includes parsing a bitstream to determine a quantization parameter (QP) for a luma component of a region from a data unit of a parameter set included in the bitstream, determining a flag from the data unit of the parameter set, determining, in a case that the flag is equal to a first value, a QP for a chroma component of the region as a first function of the QP for the luma component and a default chroma delta QP indicated by the flag, determining, in a case that the flag is equal to a second value, the QP for the chroma component of the region by (a) obtaining a delta chroma QP from the data unit, and (b) determining the QP for the chroma component as a second function of the QP for the luma component and the delta chroma QP, and decoding the chroma component using the QP for the chroma component in a case that the parameter set is activated for decoding the region.

    Abstract: A bitstream processing technique includes obtaining a first parameter set identifier from a data unit containing bits corresponding to a coded video region, obtaining a tool flag from a first parameter set corresponding to the first parameter set identifier, determining, from the tool flag, that a tool parameter of a tool corresponding to the tool flag is present or enabled for decoding the coded video region, wherein the tool corresponds to a video coding technique, obtaining, based on the determining, a second parameter set identifier, obtaining the tool parameter from a second parameter set corresponding to the second parameter set identifier, and decoding the video region using the tool parameter.

    Abstract: The present disclosure provides picture encoding and decoding methods, picture encoding and decoding devices as well as a decoder and an encoder. The picture decoding method includes: parsing a video bitstream to obtain candidate reshaping parameters from a picture-layer and/or slice-layer data unit of the video bitstream, and determining a reshaping parameter used for reshaping a reconstructed picture according to the obtained candidate reshaping parameters; and reshaping the reconstructed picture by using the reshaping parameter. The reconstructed picture is a picture obtained by decoding the video bitstream before performing the reshaping. The picture-layer and/or slice-layer data unit includes at least one of the following data units: a picture-layer parameter set and/or a slice-layer parameter set different from a picture parameter set (PPS), a parameter data unit which are included in an access unit (AU) corresponding to the reconstructed picture, slice header and a system-layer picture parameter data unit.

    Abstract: The present disclosure provides a method and device for image coding and a method and device for image decoding, and the method includes: a representative pixel set of a coding block is constructed, and information for constructing the representative pixel set is determined; predicted values of pixel samples in the coding block are constructed, a generation manner for the predicted values including: constructing the predicted values of the pixel samples according to reconstructed pixel samples in an image region outside the coding block and pixel values of the representative pixel set; and the information for constructing the representative pixel set and information for constructing the predicted values are coded and written into a video bitstream.
