    Abstract: Techniques for encoding, decoding, and extracting one or more bitstreams to form one or more sub-bitstreams are described. In one example aspect, a method for video or picture processing includes partitioning a picture into one or more tiles and generating one or more bitstreams using one or more configurations based on the one or more tiles. Generating each of the one or more bitstreams includes partitioning each of the one or more tiles into one or more slices, and performing, for each slice among the one or more slices a first encoding step to encode a tile identifier in a header of the slice, and a second encoding step to encode, in the header of the slice, a second address of the slice that indicates a location of the slice in the tile.

    Abstract: Disclosed are methods for coding and decoding at picture layer and slice layer, and corresponding coder and decoder. The method comprises: coder selecting, according to network transmission state and video characteristic, different constrained loop filter (CLF) and/or constrained intra-prediction (CIP) control modes for one of the following three objects: 1: different video sequences; 2: pictures in different periods in the same video sequence; 3: different slices in the same picture; according to the selected CLF and/or CIP control mode, coding CLF and/or CIP control flag bits in picture layer parameter set and slice layer parameter set; and a decoder parsing slice layer bitstream containing header information, picture layer parameter set and/or slice layer parameter set, and according to the obtained CLF and/or CIP control flag bits, decoding picture and slice by using the corresponding CLF and/or CIP control mode. Through the present invention, a desirable tradeoff can be achieved between coding efficiency and error resilience performance.

    Abstract: A video decoding technique includes parsing a bitstream to determine a quantization parameter (QP) for a luma component of a region from a data unit of a parameter set included in the bitstream, determining a flag from the data unit of the parameter set, determining, in a case that the flag is equal to a first value, a QP for a chroma component of the region as a first function of the QP for the luma component and a default chroma delta QP indicated by the flag, determining, in a case that the flag is equal to a second value, the QP for the chroma component of the region by (a) obtaining a delta chroma QP from the data unit, and (b) determining the QP for the chroma component as a second function of the QP for the luma component and the delta chroma QP, and decoding the chroma component using the QP for the chroma component in a case that the parameter set is activated for decoding the region.

    Abstract: The present invention provides an image compression method and device. When a coding block is coded, first, second and third reconstructed reference pixel sample sets, of which position labels are not intersected, are searched to obtain one or more optimal fixed-width variable-length pixel sample matching strings according to a preset evaluation criterion. Each matching string is represented by a matching distance and a matching length. For a sample of which a match is not found, a pseudo matching sample is calculated from an adjacent sample. Matching string searching may be performed in a pixel component plane only, and may also be performed in a three-component individually intersected pixel space in a packed format. Optional quantization or transformation-quantization coding, predictive coding, differential coding and entropy coding are further executed on the matching distance, the matching length and a matching residual. Multiple sample division manners and arrangement manners may be adopted for matching, and optimal ones are selected from them. For the same Coding Unit (CU), conventional-prediction-based hybrid coding is simultaneously performed, and an optimal result is selected finally.
