    Abstract: Disclosed are a method, device and system for determining a coding modulation parameter. The method comprises: a terminal receives downlink control information from a base station, and determines a coding modulation parameter according to a domain, within the downlink control information, used for determining the coding modulation parameter. In the present invention, a coding modulation parameter is determined according to a domain, within downlink control information, used for determining the coding modulation parameter, thereby implementing coding modulation parameter determination for an NB-IOT system.

    Abstract: Disclosed is a system information transmitting method, including: in one modification period, determining a frequency domain location for transmitting a coverage enhancement system message and time domain locations for periodically transmitting a coverage enhancement system message; a base station periodically transmitting the coverage enhancement system message; and the determined frequency domain location and the time domain locations for periodically transmitting are different from the re-transmission locations of main information block (MIB) information.
