A base station according to an embodiment is a base station configured to perform transmission to a user terminal by use of an unlicensed band. The base station comprises: a controller configured to start the transmission from a boundary of a subframe, but also to start the data transmission from a second-half slot out of a first-half slot and the second-half slot which configure a subframe. The controller is configured to transmit downlink control information in the second-half slot to start the transmission from the second-half slot. The controller is configured to change a modulation scheme to be applied to the transmission, depending on a start timing of the transmission, while fixing a transport block size applied to the subframe. The downlink control information is a PDCCH or an EPDCCH.

The base station comprises: controller configured to execute control to transmit a discovery reference signal in the second cell. The controller executes: control to confirm whether or not there is an available channel in the unlicensed band, before transmitting the discovery reference signal; and control to transmit the discovery reference signal in the available channel in the unlicensed band. The discovery reference signal includes a cell-specific reference signal, a primary synchronization signal, a secondary synchronization signal, and a channel-state-information reference signal.

The controller selects, as the target component carrier, a first component carrier that satisfies a first condition. A user terminal according to one aspect executes a first and second DRX operations. The first DRX operation is an operation of discontinuously monitoring first control information, which is transmitted from the base station via PDCCH, using a C-RNTI that uniquely identifies the user terminal in a cell of the base station. The second DRX operation is an operation of discontinuously monitoring second control information, which is transmitted from the base station via the PDCCH, using a group RNTI assigned to a terminal group including the user terminal. The user terminal monitors the first control information in a first ON duration for the first DRX operation, and monitors the second control information in a second ON duration for the second DRX operation, the second ON duration being independent of the first ON duration.
