    Abstract: Various embodiments include methods performed by a processor of a computing device for managing Radio Access Technology (RAT) capability during a Wireless Local Area Network (WLAN)-only mode. Various embodiments may include determining whether the computing device is in a WLAN-only mode, and removing circuit-switched RATs from the RAT capability of the computing device in response to determining that the computing device is in the WLAN-only mode. This determination may be made during system bootup of the computing device, upon detecting the change in the WLAN settings and/or based on a notification message from a multimedia subsystem indicating that the computing device is in the WLAN-only mode. Some embodiments may further include transmitting a service request with only packet-switched (PS) RATs included in a RAT priority list to a Non-Access Stratum (NAS) layer of the computing device, in which the PS RATs include Long Term Evolution (LTE) and New Radio (NR).

    Abstract: A method is provided. The method may be performed by a UE. The method includes attempting to attach to or to perform a tracking area update in an EPS network to obtain voice services for a number of times. The method includes starting a modified timer based on a failure to attach to or to perform the tracking area update in an EPS network for the number of times and based on a configuration parameter. The modified timer may be modified based on a default timer. The method includes keeping an S1 mode enabled when starting the modified timer. The method includes attempting to obtain the voice services based on one or more access technologies other than EPS. The method includes attaching to or performing a tracking area update in the EPS network to obtain voice services based on the modified timer.

In some aspects, a user equipment (UE) may receive, from a network, a procedure rejection message for non-cellular access at a non-access stratum (NAS) layer, and provide a first congestion indication from the NAS layer to lower layers for non-cellular access based at least in part on the receiving the procedure rejection message. In some aspects, a user equipment (UE) may identify that a radio resource control connection is to be established for evolved packet system fallback or inter radio access technology fallback from New Radio for a voice call. The UE may determine that an establishment cause received from a network access stratum (NAS) layer does not indicate high priority access. The UE may override the establishment cause such that the establishment cause indicates a mobile originated (MO) voice call based at least in part on determining that the establishment cause received from the NAS layer does not indicate high priority access. The UE may perform an access barring check of an MO voice call based at least in part on overriding the establishment cause such that the establishment cause indicates an MO voice call.
