The present disclosure relates to a pre-5th-Generation (5G) or 5G communication system to be provided for supporting higher data rates Beyond 4th-Generation (4G) communication system such as Long Term Evolution (LTE). Embodiments of the present disclosure provide a method and an apparatus for efficiently controlling a handover process and a Radio Link Failure (RLF) process. According to embodiments of the present disclosure, an operating method of a User Equipment (UE) includes starting a first timer while a second timer regarding a radio link failure (RLF) is running, and if one of the first timer and the second timer expires, performing a radio resource control (RRC) connection re-establishment. When the handover and the RLF concurrently occur in the mobile communication system, the embodiments of the present disclosure can minimize the service interruption time by conducting the handover instead of the Radio Resource Control (RRC) connection re-establishment due to the RLF.

A method for communicating by a user equipment with a macro cell base station and a small cell base station in a communication system is provided. The method comprises applying a first base station security key to a first communication link with the macro cell base station; generating a second base station security key to be used for a second communication link with the small cell base station based on the first base station security key; applying the second base station security key to the second communication link with the small cell base station; and communicating through at least one of the first communication link and the second communication link.

Disclosed is a fifth generation (5G) or pre-5G communication system for supporting a data transmission rate higher than that of a fourth generation (4G) communication system such as long term evolution (LTE). The purpose of the disclosure is to detect beam misalignment in a wireless communication system, and a terminal operation method comprises the steps of: receiving multiple reference signals for a first period; receiving multiple reference signals for a second period; and determining whether a beam is misaligned, on the basis of a first measurement value set for the multiple reference signals received for the first period and a second measurement value set for the multiple reference signals received for the second period. A method and an apparatus for controlling a waiting time related to determination of a radio link failure in a wireless communication system are provided. The method includes receiving a message from a network, if a first timer for determination of the radio link failure is running and the message includes timer information related to the waiting time, starting a second timer related to the waiting time based on the timer information, and if the second timer expires before expiration of the first timer, determining a channel situation of a serving cell as a situation of the radio link failure.

A method and apparatus for traffic safety are provided using vehicle driving-related information obtained on the basis of a transmission/reception beam pair of a road side unit (RSU) and a vehicle on-board unit (OBU), thereby reducing a probability that vehicle collisions occur where visual fields may be obscured. The method includes setting a path from a current location of the electronic device to a destination, and transmitting a message indicating an emergency situation to other devices located on the path while moving to the destination. The method further includes determining a transmission/reception beam pair of the electronic device and a road apparatus, using a reference signal received from the road apparatus, transmitting a signal including information for the transmission/reception beam pair to the road apparatus, and receiving, from the road apparatus, a message warning that the electronic device and another neighboring electronic device are approaching each other.
