Abstract: Techniques for video processing, including video coding, video decoding and video transcoding are described. One example method includes performing a conversion between a video including a video picture including a video tile including one or more slices and a bitstream of the video according to a rule. The rule specifies that a second slice in a tile that includes a first slice in a picture has a height that is represented in a unit of coding tree units. The first slice has a first slice index, and the second slice has a second slice index that is determined based on the first slice index and a number of explicitly provided slice heights in the video tile. The height of the second slice is determined based on the first slice index and the second slice index.

The rule specifies a condition under which a reference picture list for the current slice is disallowed to have an active entry that refers to a picture that precedes, in a decoding order or an output order, an intra random access point picture associated with the current picture.

Abstract: Several techniques for video encoding and video decoding are described. One example method includes performing a conversion between a video picture of a video comprising one or more slices and a bitstream of the video picture according to a rule. The rule specifies that that whether a first syntax element indicating a usage of a coding tool is present at a first level is based on a syntax flag indicating whether a syntax structure of a second level is not present at the first level, wherein the second level is higher than the first level, and wherein the second level is the video picture level or higher than the video picture level.

The indication indicates whether a picture following a dependent random access point (DRAP) picture in decoding order and preceding the DRAP picture in output order is permitted to refer to a reference picture positioned prior to the DRAP picture in decoding order for inter prediction. A conversion is performed between a visual media data and a bitstream based on the indication.

Abstract: A mechanism for processing video data is disclosed. Video decoder initialization information is signaled between an encoder to a decoder. The video decoder initialization information contains a range of initialization parameters for a plurality of video units when the plurality of video units are coded according to a same video codec and a same profile. A conversion is performed between a visual media data and a visual media data file based on the range of initialization parameters.

Abstract: A method includes determining, for a conversion between a video block of a video and a bitstream of the video, a size of prediction block corresponding to the video block according to a rule. The method also includes performing the conversion based on the determining. The rule specifies that a first size of the prediction block is determined responsive to whether a prediction refinement using optical flow technique is used for coding the video block. The video block has a second size and is coded using an affine merge mode or an affine advanced motion vector prediction mode.
