A quality of a downlink fractional dedicated physical channel (F-DPCH) is monitored once a transmission on an enhanced dedicated channel (E-DCH) has begun. It is determined whether the quality of the downlink F-DPCH is below a predefined threshold. If the quality is below the predefined threshold, then an occurrence of an RL failure is declared and a transmission over the E-DCH in a cell forward access channel (CELL_FACH) state is terminated. In a case of the post verification failure, E-DCH resources are released.

A wireless transmit/receive unit (WTRU) receives pre-configured serving cell information for a target cell. The WTRU reports a measurement report and starts monitoring a high speed shared control channel (HS-SCCH) on the target cell. The WTRU may receive an HS-SCCH order over the target cell and/or a radio resource control (RRC) reconfiguration message over a source cell indicating a serving HS-DSCH cell change to the target cell. The WTRU may act upon all information elements of the RRC reconfiguration message in case that the RRC reconfiguration message is received prior to the HS-SCCH order, and act upon the pre-configured serving cell information in case that the HS-SCCH order is received prior to the RRC reconfiguration message.

A wireless transmit/receive unit (WTRU) transmits a random access channel (RACH) preamble and receives an index to an E-DCH resource in response to the RACH preamble. The WTRU may estimate a power headroom based on the maximum WTRU transmit power, power offset value, and the last successfully transmitted RACH preamble transmit power. The WTRU restricts an E-TFC based on the estimated power headroom, and selects an E-TFC based on a set of supported E-TFCs. The WTRU then generates, and transmits, a protocol data unit (PDU) based on the selected E-TFC.

A method and apparatus for utilizing a plurality of uplink carriers and downlink carriers are disclosed. A wireless transmit/receive unit (WTRU) activates a primary uplink carrier and a primary downlink carrier and activates or deactivates a secondary uplink carrier based on a signal from a network or upon detection of a pre-configured condition. The WTRU may deactivate the secondary uplink carrier based on inactivity of the E-DCH transmission, a buffer status, a channel condition, or power constraints. When the secondary uplink carrier is activated, dedicated physical control channel (DPCCH) transmission may be initiated predetermined time periods prior to initiating E-DCH transmissions. The initial DPCCH transmission power may be set based on a DPCCH transmission power on the primary uplink carrier or to a value signaled by a network. A default grant value may be used for initial E-DCH transmission upon activation of the secondary uplink carrier.

Alternatively, the TTI can be selected based on an amount of data to be transmitted on the uplink. A user equipment, an integrated circuit, or a Node B can be configured to perform either method.

A method and apparatus for control of uplink feedback information in contention based wireless communications is disclosed. Uplink feedback information such as a channel quality information and hybrid automatic retransmission request (HARQ) acknowledgement/negative acknowledgement (ACK/NACK) information may be transmitted to the universal terrestrial radio access network (UTRAN) by a wireless transmit/receive unit (WTRU) based on explicit and implicit triggers. Providing more frequent and robust information relating to the channel conditions and HARQ status allows the UTRAN to more efficiently utilize the radio resources for downlink data transmissions.
