Abstract: A scheduling request triggering method, apparatus, and system are disclosed. The method includes: obtaining, by a terminal device, an uplink semi-persistent scheduling resource allocated by a base station, where the uplink semi-persistent scheduling resource is used to transmit to-be-transmitted data on a logical channel of the terminal device; receiving, by the terminal device, scheduling request masking set by the base station for a first logical channel; and after determining that a triggering condition is satisfied, triggering, by the terminal device, a scheduling request via the first logical channel. In this way, when a status of data of the terminal device changes, an appropriate scheduling resource can be obtained, so as to ensure timely data transmission.

Abstract: Embodiments of the present invention relate to a V2V-based resource allocation method and apparatus. The method includes: receiving a resource request message sent by first user equipment; identifying, according to the resource request message, a level type corresponding to the first user equipment; if the level type is a high priority type, and a quantity of blocks of idle V2V resources in a first resource pool is less than a first preset threshold, or a quantity of required resource blocks that is calculated and a modulation and coding scheme is greater than a quantity of blocks of idle V2V resources in a first resource pool, allocating a V2V resource to the first user equipment. By means of the V2V-based resource allocation method and apparatus, quality of service of user equipment of a high priority type can be ensured.

Abstract: An apparatus and a method for transmitting data are included in a wireless network. The apparatus for transmitting data in a wireless network receives a status data packet sent by an upper layer, where the status data packet includes status information of the transmit end in a current status; discards, when there is a cached previous-status data packet, the previous-status data packet and caches the status data packet, where the previous-status data packet includes status information of the transmit end in a previous status; and sends the status data packet to a receive end when obtaining a sending resource, where the previous-status data packet and the status data packet have a same feature. In this way, a data packet delay is reduced; and in an application scenario of the Internet of Vehicles, timely data exchange between vehicles is ensured, and vehicle driving safety is improved.

Abstract: Embodiments of the present invention provide a method. When a target base station determines that the UE needs to be handed over from a source base station to a target base station and needs to perform a handover between a unicast bearer and a multicast/multicast bearer; because a progress of sending a data packet by using a target bearer may be slower than a progress of sending a data packet by using an original bearer, the target base station receives a data packet sent by using the original bearer and a data packet sent by using the target bearer, and when it is determined that a progress of receiving the data packet is faster than or equal to a progress of receiving the data packet by the target base station by using the target bearer, the target base station hands over the UE to the target bearer.

Abstract: An embodiment of the present invention discloses a power control method, including: obtaining, by a UE, configuration information, where the configuration information includes a configuration parameter of at least one Scell configured by a base station for the UE; setting, by the UE, an initial power adjustment value of the Scell according to the configuration parameter of the Scell in the configuration information; and controlling, by the UE, transmit power on the Scell according to the set initial power adjustment value of the Scell. Correspondingly, an embodiment of the present invention further discloses an activation management method, a UE, and a base station. By using the present invention, transmit power of a UE on an Scell can be accurately controlled, thereby ensuring accuracy of data transmission.

Abstract: Provided in embodiments of the present invention are a method and a device for transferring data. The method includes: transferring data to a base station via a first link, a second link offloading for the first link; if a radio link failure (RLF) occurs on the first link, transmitting an RLF indication message to the base station, where the RLF indication message is used to notify the base station that the RLF occurs on the first link; and transferring, over the second link, at least a portion of the data on the first link. According to embodiments of the present invention, when a link failure occurs between a user equipment and the base station during a mobile data offloading process, data transfer is performed via the offloading link, a time delay can be reduced and the data transfer efficiency is improved.
