Disclosed are a method and apparatus for transmitting downlink data in a wireless communication system. More specifically, a method for transmitting downlink data to a user equipment (UE) in a wireless communication system comprises receiving, by a Mobile Management Entity (MME), a Downlink Data Notification message from a Serving Gateway (S-GW); and in case the MME detects that a UE is in a sleep mode, transmitting, by the MME, a response message for indicating buffering of downlink data to the S-GW, wherein the response message includes buffering time of the downlink data, and the buffering time is a time period until the UE is expected to switch from the sleep mode to a reachable state.

A method is provided for performing network selection and traffic routing. A user equipment (UE) receives an Access Network Discovery and Selection Function (ANDSF) rule including an Inter-System Routing Policy (ISRP) rule or an Inter-Access Point Name (Inter-APN) Routing Policy (IARP) rule. The UE receives, from a base station, radio access network (RAN) assistance information. The RAN assistance information received from the base station is used to evaluate the ISRP rule or the IARP rule of the ANDSF rule. The UE evaluates whether the ISRP rule or the IARP rule of the ANDSF rule is valid or not by using the RAN assistance information. The UE selects one of the RAN assistance information and the ANDSF rule including the ISRP rule or the IARP rule.

One disclosure of the present specification provides a method for performing a multimedia telephony (MMTEL) service in a machine type communication (MTC) device. The method can comprise the steps of: receiving, from an upper layer, an indication in which a mobile orienting (MO) MMTEL service is initiated; setting a special call type for the MMTEL service in a call type field within a request message for performing the MMTEL service; and transmitting the request message to a lower layer, wherein, when the request message is transmitted to the lower layer, if the MMTEL service is initiated, the MTC device does not transmit an extended access barring (EAB) application indication to the lower layer or can transmit, to the lower layer, an indication commanding the EAB to be skipped, even if the EAB is set.

A relaying user equipment (UE) configures a call order or priority among neighboring UEs, selects at least one neighboring UE among the neighboring UEs, and establishes a call or a session between the selected neighboring UE and a caller UE.

One disclosure of the present specification provides a routing rule updating method for moving a specific IP flow to a specific access. The updating method can include a step of receiving a routing rule updating request message for network based IP flow mobility (NBIFOM) initiated by a network, wherein the routing rule updating request message can include: a routing rule for moving a specific IP flow of a user device from a first access to a second access; and a timer value calculated by the network. The timer value can be calculated by the network on the basis of at least one of subscriber information, load information and statistical information. The updating method can include the steps of: transmitting an acceptance message to the network in response to the routing rule updating request; and operating a timer according to the timer value.

In a method for signal transmission and reception of a home subscriber server (HSS) in a wireless communication system, according to an embodiment of the present invention, the method for signal transmission and reception of the HSS comprises the steps of: receiving a uniform resource locator (URL) from a mobility management entity (MME) which has received an attach request transmitted by a user equipment (UE); and determining whether it is appropriate for the MME to provide service to the UE on the basis of the URL, wherein the URL includes at least one piece of information on whether the MME belongs to a dedicated core network, or on the type of dedicated core network to which the MME belongs if the MME belongs to a dedicated core network.

Disclosed is a method of transmitting and receiving a message for a communication between UEs in a wireless communication system and an apparatus using the method. Specifically, in a method of relaying a V2X message by a first UE (User Equipment) in a wireless communication system supporting V2X (Vehicle-to-Everything) communication, the method may comprise steps of receiving the V2X message from a second UE, calculating a resource usage rate of a direct link between UEs, determining a relay scheme of the V2X message, by comparing the calculated resource usage rate and a predetermined threshold, and transferring the V2X message to a third UE based on the determined relay scheme.

The method for processing a CSFB or a SRVCC during a SIPTO service in a network entity responsible for a control plane in a mobile communication network comprises the steps of: in a state in which a first packet data network (PDN) connection has been established for a terminal, establishing a second PDN connection according to the application of the SIPTO service while maintaining the first PDN connection; if CSFB or SRVCC is requested, determining which to release from among the first PDN connection and the second PDN connection; and releasing the any one PDN connection which has been determined.
