    Abstract: This disclosure provides systems, devices, apparatus and methods, including computer programs encoded on storage media, for enabled/disabled HARQ feedback and HARQ-less processes. A base station may configure a plurality of logical channels for a UE, where one or more of the logical channels have an associated HARQ process. The UE may receive an allocation of resources from the base station for an uplink grant or a downlink assignment and determine whether the resources have associated HARQ process without HARQ feedback but with HARQ retransmission, an associated HARQ process without HARQ feedback and without HARQ retransmission, or an associated HARQ process with HARQ feedback and with HARQ retransmission. The UE may exchange communication with the base station based on the allocation of resources and the determination of whether the resources have one of the associated HARQ processes.

    Abstract: A base-station (BS) receiving a random access request from user equipment (a UE), followed by a connection request. The connection request contains UE identity information which may have one of multiple formats depending on whether the access request and/or the connection request indicate that the UE is operating as a bandwidth-limited (BL) UE, an enhanced coverage (CE) UE, or a UE that operates in neither the BL mode nor the CE mode. In the BL mode, the UE may transmit a truncated identifier that is sufficient for the BS to retrieve capability information for the UE prior to transmitting a resource grant to the UE. The BS may then configure the UE and BS to using a radio configuration optimized for the UE's capabilities and transmit the resource grant in accordance with the optimized configuration.

    Abstract: Techniques for reference signaling related to transmission power controls for communication devices are discussed and provided. A user equipment (UE) receives one or more sounding reference signal (SRS) transmission power control (TPC) configuration for uplink carriers. The SRS TPC configuration can comprise a mapping from one uplink carrier to one or more component carrier sets. The UE receives, from a monitoring cell, a downlink control information (DCI) comprising a request for SRS transmission on uplink carrier(s) and/or TPC command(s) for SRS transmission on the uplink carrier(s). The UE determines uplink carrier(s) corresponding to the SRS request and/or the TPC command(s) at least based on a correspondence between the SRS TPC configurations and the one or more uplink carriers or based on starting bit information.

    Abstract: A method of wireless communication by a user equipment (UE) calculates a propagation delay for sending a message from the UE to a network node, such as a base station, via non-terrestrial communications. The method sends a random access preamble to the base station while accounting for the calculated propagation delay. The method starts a random access response (RAR) window at a first physical downlink control channel (PDCCH) occasion after twice the calculated propagation delay from sending the random access preamble. The method receives a random access response (RAR) message from the base station during the RAR window. The RAR message includes an uplink grant indicating an uplink shared channel resource. Further, the method sends an uplink message to arrive during the uplink shared channel resource while accounting for the calculated propagation delay.
