    Abstract: Various aspects of the disclosure relate to encoding information and decoding information. In some aspects, the disclosure relates to an encoder and a decoder for Polar codes with HARQ. If a first transmission of the encoder fails, information bits associated with a lower quality channel may be retransmitted. At the decoder, the resulting decoded retransmitted bits may be used to decode the first transmission by substituting the retransmitted bits for the original corresponding (low quality channel) bits. In some aspects, to decode the first transmission, soft-combining is applied to the decoded retransmitted bits and the original corresponding (low quality channel) bits. In some aspects, CRC bits for a first transmission may be split between a first subset of bits and a second subset of bits. In this case, the second subset of bits and the associated CRC bits may be used for a second transmission (e.g., a retransmission).

    Abstract: Disclosed are techniques for utilizing synchronization signal blocks for positioning operations. In an aspect, a transmission point configures a set of synchronization signal blocks to be used as positioning measurement signals, each of the plurality of synchronization signal blocks comprising a primary synchronization signal, a secondary synchronization signal, and one or more physical broadcast channel signals, and transmits the set of synchronization signal blocks on a wireless downlink channel to enable a user device to perform a positioning measurement of at least one of the set of synchronization signal blocks. In an aspect, the user device receives, from the transmission point, the plurality of synchronization signal blocks on the wireless downlink channel, receives, from the transmission point, an indication of the set of synchronization signal blocks to be used as positioning measurement signals, and performs a positioning measurement of at least one of the set of synchronization signal blocks.

    Abstract: The present disclosure relates to methods and devices for communicating based on improved signaling. A base station can transmit an indication of resources in time and frequency to a UE allocated for NOMA communication with the UE. The indication of resources can comprise a set of NA-RUs. The UE can then transmit uplink NOMA communication to the base station based on the indication of resources received from the base station. Also, the base station can transmit a compact UL resource grant via DCI, or signal the semi-static transport format configuration via RRC, to the UEs allocated for NOMA communication. The DCI or the payload of RRC signaling can be scrambled with a NOMA group RNTI, as well as comprise NOMA transmission parameters indicated by a MCS table. The UE can then transmit uplink NOMA communication to the base station based on the DCI or the RRC signaling.
