Abstract: The described technology is generally directed towards inference based neighbor relation configuration. A cell can obtain neighbor cell inference information, and the cell can use the neighbor cell inference information to ascertain identities of its neighbor relations. The neighbor cell inference information can include, e.g., neighbor information available from the cell's neighbors, neighbor information available from cells that share a base station with the cell, neighbor information available from cells that share a spectrum channel with the cell, neighbor information available from cells that share a base station with the cell's neighbors, or other neighbor cell inference information described herein.

Abstract: Techniques for controlling parameters for uplink transmission associated with a device to facilitate improving a communication condition metric(s) (CCM(s)) of the uplink transmission are presented. A communication management component (CMC) can determine whether CCM satisfies a first threshold CCM. If CCM does not, CMC can modify a parameter(s) to reduce a number of resource blocks or an MCS value to improve the CCM. If respective minimum threshold levels have been reached for the number of resource blocks and MCS value, and CCM still is not satisfying the first threshold CCM, CMC can modify a parameter to increase an amount of repetition of data packets for uplink transmission (unless a maximum threshold amount of repetition is reached). If CCM satisfies an applicable threshold CCM for a defined amount of time, CMC can modify parameters to increase the number of resource blocks, increase MCS value, or reduce repetition of data packets.

Abstract: Various embodiments disclosed herein provide for optimization of information required for establishing an initial connection with a network device. According to some embodiments, a system can comprise receiving a service request from a network device. The system can further comprise determining a first size of a network device capabilities message, wherein the determining is based on a second size of the network device capability message previously collected from the network device; and based on a first result of analyzing the first size of the network device capabilities message and a message size threshold, determining that the network device capabilities message is not greater than the message size threshold, and requesting the network device to provide the network device capabilities message associated with network device capabilities in accordance with a single step enquiry.

Abstract: Facilitating application and/or traffic status aware intelligent carrier aggregation in advanced networks is provided herein. Operations of a method can comprise analyzing a traffic usage parameter of a mobile device and, based on a first determination that the traffic usage parameter consumes more uplink resources than downlink resources, configuring, the mobile device with an uplink carrier aggregation based on a first maximization of the uplink carrier aggregation and, thereafter, configuring the mobile device with an allowable downlink carrier aggregation. Alternatively, based on a second determination that the traffic usage parameter consumes more downlink resources than uplink resources, configuring the mobile device with a downlink carrier aggregation based on a second maximization of the downlink carrier aggregation and, thereafter, configuring the mobile device with an allowable uplink carrier aggregation. The uplink carrier aggregation and the downlink carrier aggregation can be non-static carrier aggregations.

Abstract: Traffic associated with user equipment that are coupled to a first radio access network is steered to a second radio access network based on an adaptable signal strength criterion. The signal strength criterion is related to real-time network load conditions of the first radio access network and can be broadcasted from a serving access point to the user equipment. Moreover, the signal strength criterion facilitates steering, to the second radio network, traffic associated with user equipment that are located closer to a cell edge of the first radio access network before steering traffic associated with user equipment are located further away from the cell edge. In addition, based on the network congestion within the first radio access network, the signal strength criterion is modified to adjust the number of user equipment that are steered to the second radio network.

Depending on the traffic loads, the M2M communication devices use a narrowband carrier within the frequency band, within the adjacent guard band, or separate from the frequency band and guard band as a standalone carrier. Abstract: A system information block (SIB) in a radio interface is dedicated to broadcast data intended for Internet of things (IoT) devices. The data can be associated with most any IoT service, such as but not limited to, a vehicle-to-vehicle (V2V) and/or vehicle-to-everything (V2X) service. In one aspect, data, associated with an event, that has been aggregated from one or more IoT devices located within a region can be analyzed to determine a geographical area where a message regarding the event (e.g., accident) is to be broadcast. Further, the message can be dynamically prioritized and/or customized to target a particular class of IoT devices (e.g., connected cars) by employing different message identifiers.

The wireless service includes a coordinated exchange of wireless signals between the primary serving cell and the mobile device and between the secondary serving cell and the mobile device based on the mobile service feature.
