Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, from a non-terrestrial network (NTN) entity, a message that is associated with an uplink grant. The UE may select, based at least in part on the message, either a cell-specific offset or an updated offset that is indicated after initial access, as a timing offset that accounts for a propagation delay between a base station of the NTN and the UE. The UE may transmit, to the NTN entity, an uplink communication using the timing offset. Numerous other aspects are described.

Abstract: Methods, systems, and devices for wireless communications are described. A communication device, otherwise known as a user equipment (UE) may transmit a random access message (e.g., a message 3) associated with a random access procedure. A hybrid automatic repeat request (HARQ) feedback may be disabled for the random access procedure. The UE may initiate a contention resolution window associated with the random access procedure for a first downlink data channel transmission of a set of downlink data channel transmissions associated with the random access procedure. The UE may receive, during the contention resolution window, the first downlink data channel transmission carrying a contention resolution medium access control-control element (MAC-CE). The UE may transmit acknowledgment information for the first downlink data channel transmission carrying the contention resolution MAC-CE based on an indication to enable the HARQ feedback.

Abstract: A scheduling offset between an uplink and downlink radio frame timing structure of a user equipment (UE) may be updated to provide for more efficient utilization of hybrid automatic repeat request (HARQ) processes in a non-terrestrial network. For instance, different UEs may experience different round trip delays (RTDs) with a non-terrestrial cell. Different UEs may be configured with different scheduling offsets such that scheduling delays may be reduced and HARQ processes identifiers may be reused more rapidly. Additionally or alternatively, wireless communications systems may define one or more separation distances (or timing thresholds) for timing between communications and HARQ processes may be reused based on the separation distance threshold (e.g., such that a satellite may reuse a HARQ process ID for two scheduled communications that have not yet been performed by the UE).

Abstract: A method of wireless communication by a user equipment (UE) includes determining whether the UE transitioned between an international area and a national area. The method also includes triggering a public land mobile network (PLMN) selection of a network for receiving service, in response to the UE having transitioned between the international area and the national area. A method of wireless communication by a UE includes performing a PLMN search for a higher priority PLMN. The method also includes determining a list of candidate PLMNs based on the search. The method further includes selecting a PLMN from among the list of candidate PLMNs in response to an identity of a serving PLMN not being a shared mobile country code (MCC). The candidate PLMNs have either an MCC the same as an identity of the serving PLMN or a shared MCC. The selected PLMN has a higher priority than the serving PLMN.

In some aspects, a user equipment (UE) may receive, from a source base station, configuration information for a handover, wherein the configuration information indicates, for a target non-terrestrial cell, timing and synchronization parameters including a scheduling timing offset, a round trip time between a reference point and a target base station associated with the target non-terrestrial cell, satellite ephemeris information, an ephemeris validity duration associated with the satellite ephemeris information, common timing advance parameters, and a common timing advance validity duration associated with the common timing advance parameters. The UE may perform the handover with the target base station associated with the target non-terrestrial cell based at least in part on the timing and synchronization parameters for the target non-terrestrial cell.
